DESCRIPTION

Planner II (Land Use/Transportation) - Under the supervision of the Principal Transportation Planner, assists in long range transportation planning and analysis of related impacts and costs. Involved in activities related to a variety of transportation modes and works cooperatively with officials at all levels of government.  Promotes and explains the Augusta Regional Transportation Study (ARTS) in a variety of public forums.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Assists with long-range transportation issues on a daily basis. Helps complete elements of the long range transportation plan (LRTP) for the Augusta Regional Transportation Study (ARTS), including research and analysis related to roads, public transportation, air, rail, freight and non-motorized transportation. Assists individuals, agencies and organizations working in each of these transportation modes. Assists with the completion of work elements in the ARTS Unified Planning Work Program.
  • Assists with updating socioeconomic data, population projections, maps and financial forecasts for the LRTP, and for other transportation studies and reports.
  • Helps monitor relevant air quality data, implement local and regional air quality initiatives, and monitor developments related to federal air quality regulations.
  • Works under the guidance of the Principal Transportation Planner to implement initiatives recommended by various regional transportation planning studies, such as the Bicycle and Pedestrian Plan, the Regional Freight Study, and the Intelligent Transportation System Master Plan. Assists with land use plan updates.
  • Participates in departmental workshops on transportation issues affecting the region. Participates in public meetings as required and educates the public concerning transportation issues. Assists in the development of the quarterly ARTS newsletter and related materials.
  • Interacts regularly with the ARTS citizens advisory, technical coordinating and policy committees. Provides project updates, makes presentations on relevant projects and provides other information, as directed by the Principal Transportation Planner.
  • Performs related duties as required.

MINIMUM REQUIREMENTS

Education: Bachelor’s degree in transportation planning or related field.

Experience: Five years’ experience in transportation planning or related field.
 
Preferred (in addition to minimum qualifications):  Master’s degree in planning or related field.
 
Knowledge/Skills/Abilities: 
  • Knowledge of concepts, principles, techniques, legal aspects of integrated urban and regional land use and transportation planning, and multi-modal transportation planning and implementation.
  • Skill in understanding and applying interdisciplinary practices, analytic tools and trends affecting transportation and urban planning.
  • Knowledge of State and federal multi-modal transportation and transit planning principles, procedures, and regulations and legislative and funding processes.
  • Skill in effectively using GIS (Arc View and other GIS related programs).
  • Knowledge of the principles, practices and techniques of transportation planning.
  • Skill in computer programming, using spreadsheets, database software, and computer-aided design software.
  • Skill in effectively communicating ideas and making presentations in a public forum.
  • Skill in interpreting and applying planning guidelines and ordinances.
  • Skill in compiling and evaluating complex planning, transportation and code guidelines and formulating service recommendations.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with the media, the public, other employees, and governmental units.
  • Ability to critically assess situations, solve problems, and work effectively under stress within deadlines and in public situations.
  • Ability to attend meetings as scheduled at times other than regular business hours.
