GIS Specialist, Associate

he GIS Specialist will report to the ITAM (Integrated Training Area Management) Program Manager at the U.S. Army installation of Fort Huachuca located in Sierra Vista, AZ approximately 70 miles southeast of Tucson. The GIS Specialist will be responsible for the management of the ITAM Program's Geographic Information System (GIS) at Fort Huachuca and will work closely with other GIS professionals to provide GIS services to the installation. SPECIFIC RESPONSIBILITIES:
In performing these duties, the GIS Specialist will create and update GIS data layers, create and manage databases, collect field data (GPS), digitize and rectify aerial photography, perform remote sensing analyses, create maps and conduct database analyses in support of ITAM projects, provide GIS products and information for reports and presentations, develop and produce maps, and other related duties.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:
BS/BA in Geography, Natural Sciences, Computer Science or a related discipline. Must have a minimum of two years of work experience and a demonstrated proficiency in using the ESRI ArcGIS suite of products (ArcMap, ArcCatalog, and ArcToolBox). Must be able to do field work on uneven terrain under extreme weather conditions and operate a four wheel drive vehicle on rough roads/trails. Must have excellent communication skills and be able to work as part of a team in a highly structured organization. Must have or be able to obtain a valid state driver's license and be eligible to obtain a U.S. Government security clearance
Desirable qualifications:
Masters Degree in a related discipline. Knowledge of or experience in working with the U.S. Army ITAM program. Prior or current military service or previous experience in working with the military. Experience in GIS database development, Enterprise GIS, image Processing (with ERDAS Imagine), data conversion, cartography, graphics, presentation development, and report writing. Experience in program or project management.


SKILLS/COMPETENCIES:
A working knowledge of GIS software applications, computer programming, common database formats and software applications is required. Also requires good written and oral communication skills, and a fundamental knowledge of industry practices. In addition, the incumbent must possess the following specific skills and competencies:
Well developed skills with one or more GIS software packages.
Ability to resolve geospatial discrepancy issues.
Proficiency in cartography and map design, including coordinate systems, projections, and map scales.
Knowledge of Global Positioning System (GPS) data and collection systems.
Ability to design and implement batch processes to expedite "boiler plate" processes.
Ability to troubleshoot peripheral hardware to identify problems.
Ability to define flexible map and database templates.
Ability to work and contribute in a team environment.
Ability to identify and propose solutions regarding project data issues.
Ability to design and implement a GIS database without systematic errors.
Ability to troubleshoot data discrepancies and resolve most issues.
Familiarity with Computer Aided Drafting and Design (CADD) software and data formats
