Denton County Transportation AuthorityTransit Planner / Sr. Transit PlannerPURPOSE OF JOB: Provides planning expertise to coordinate DCTA’s bus and rail transit planning and project development activities. Manages projects of all significance, including developing solutions for difficult problems/tasks that require a high degree of innovation and ingenuity.
ESSENTIAL FUNCTIONS
1. Independently applies advanced planning techniques and analysis within the transit planning discipline.
2. Manages the ongoing analysis of rail, bus and paratransit operations, including ridership analysis and projections, analysis of operating practices, routes, stops, schedules, recommendations for alternative and non-traditional transit services for existing or potential markets.
3. Performs a variety of studies regarding routing design, passenger travel surveys and market/land use research analyses to recommend service improvement ideas.
4. Manage the compilation and submission of National Transit Database (NTD) statistical information, and other FTA, state, or North Central Texas Council of Governments reports.
5. Oversee and coordinate the development of a Transportation Development Program (TDP) and Service Standards.
6. Assists in the development and administration of grants.
7. Develop funding recommendations for other federal grant programs including CMAQ, TxDOT, and various MPO funding initiatives, as necessary.
8. Coordinate regional planning activities with the North Central Texas Council of Governments (NCTCOG).
9. Compile and analyze operating and performance statistics in order to make recommendations; prepares various statistical information and reports on service performance for presentation to management and the Board of Directors.
10. Provide support during the development and administration of the annual operating budget.
11. Manage the acquisition, governmental coordination and placement of bus passenger amenities.
12. Active involvement in the public participation process to ensure proposed transit projects, schedules, and routes meet the needs of passengers and DCTA.
13. Performs related duties as assigned.
REQUIREMENTS TO PERFORM WORK
Knowledge of:
· Theories, principles and practices of transportation planning requirements, especially as they pertain to public transportation activities
· Federal, state and local funding regulations, fiscal controls and legal constraints pertaining to public transportation
· Governmental budgeting practices
· Geographical Information Systems
· Principles and practices of analytical research
· Principles and practices of report writing
· English usage, spelling, grammar, and punctuation
· Modern office methods, procedures, and computer equipment
· Principles and practices of supervising and evaluating performance
· Microsoft Office suite, including Word, Excel, Outlook, PowerPoint
Ability to:
· Plan, organize and schedule work priorities, Compile and maintain complex and extensive records and prepare reports
· Interpret and apply established policies, procedures and codes
· Assist in the preparation of the operating and capital budgets
· Collect, compile and analyze complex technical statistical data and prepare reports
· Analyze and develop improved policies, practices, methods and procedures relating to the economical and efficient administration of the agency
· Communicate clearly and concisely, both orally and in writing
· Establish and maintain effective working relationships with those contacted in the course of work
· Understand and follow oral and written instructions
· Perform administrative duties with minimal supervision
EDUCATION AND EXPERIENCE (Transit Planner)
Education: Bachelor’s Degree from an accredited college or university with major course work in transportation or urban planning or a related field. Masters degree preferred. AICP certification a plus.
Experience: 3 years of transit planning experience involving the management of transit programs and projects for planning and implementation of bus and rail transit improvements. Preferred Experience: Transit route planning, Transit schedule development, NTD reporting
EDUCATION AND EXPERIENCE (Sr. Transit Planner)
Education: Bachelor’s or Masters degree from an accredited college or university with major course work in transportation or urban planning or a related field. AICP certification is required.
Experience: 5 years of transit planning experience involving the management of transit programs and projects for planning and implementation of bus and rail transit improvements. Preferred Experience: Transit route planning, Transit schedule development, NTD reporting
(Any equivalent combination of education and experience. )
Special Requirements: Hold a current Texas Driver's License (Class - C) or have the ability to obtain one upon entry into the position.
PHYSICAL ACTIVITIES
Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; intermittently twist and reach office equipment; write or use keyboard to communicate through written means; lift moderate weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; repetitive motion and fingering when using computer keyboard; talking and hearing when dealing with customers; and data collection. Occasionally work to be conducted outside in elements, hot and cold.
