Systems Developer (GIS)

Summary:

The Division of Technology (DOT) is the central IT agency for the City of Philadelphia headed by the Chief Technology Officer.  Under limited supervision, the systems developer is responsible for the design, implementation and development of the multi-tiered enterprise GIS system maintained by GIS Services Group (GSG) at the Division of Technology (DoT). This person helps steer the design and implementation of the overall architecture of the application suite at GSG which includes off-the-shelf software components, and custom developed applications. This person is also actively involved in the in-house development of software components in support of low-level system administration tasks, middle-tier web service components, and front-end application development for web and mobile environment.

 

Responsibility:

§  Develop software – primarily for the web, but also for data ETL processes and system admin tools.

§  Develop and maintain enterprise web services that support mobile solutions and rich internet applications

§  Perform high-level system administration tasks in support of the application suite at GSG (Windows Server 2003/2008, IIS, .NET).

§  Responsible for database modeling in support of application development.

§  Manage application development life-cycle for selected projects.

§  Design and edit custom queries, scripts, macros and other methods to meet customer needs.

§  Manage vendor contracts and vendor activities and develop scopes of work for vendor contracts.

§  Act as a liaison with DOT and other City Departments when they consume the enterprise service infrastructure provided by GSG

§  Provide training as required.

§  Optimize application delivery and performance, and continuously improve system availability.

§  Develop reliable health monitoring system for all core services provided by GSG.

 

 

Ability To:

§  Strong Object Oriented programming, using C#, VB.NET, C++, Objective-C, JAVA or other, including working knowledge of design patterns, threading, delegation, and event-handling models.

§  Strong data modeling skills, and experience with querying relational databases such as SQL Server or Oracle.

§  Knowledge of ArcGIS Server product suite (9.2 and up), for ArcSDE and ArcGIS Server, and strong knowledge of ArcGIS Server client APIs is preferred.

§  Web application development experience using ASP.NET required, and for RIA frameworks such as Flex, Javascript (Dojo, ExtJS,Prototype,…), or Silverlight.

§  Working knowledge of IIS web server administration: application pool tuning, SSL encryption, ASP.NET configuration

§  Demonstrated experience with programming low-level applications in support of Windows system administration such as windows services, .bat scripting, console projects

§  Working knowledge of XML, HTML, XSLT, and CSS.

§  Exemplary communication skills to engage with management, administrative and technical staff.

 

Knowledge Of:

§  Basic GIS analytical operations and ArcGIS Desktop product suite.

§  Mobile application development for iPhone, Android, BlackBerry, or other.

§  Writing ArcGIS Geoprocessing models in Python, or VBScript

§  Version control tools, logging frameworks, and unit test frameworks.

§  Project management skills to manage system implementation, upgrades and maintenance

§  Navigating through online documentation

§  Working knowledge of Oracle database environment

§  Considerable working knowledge of various Systems operating environment including:

o    OpenVMS

o    Sun Solaris OS

o    WINDOWS

o    Formatting and executing basic OS commands

o    Navigating through directory structures

o    File management using copy, move and delete

o    Shell scripting

 

Education and Experience:

 

Postgraduate degree from an accredited college or university which has included major course

work in Geographic Information Systems (GIS), Computer Science, Information Science, or

Engineering. At least 3 years of professional experience with GIS System development using the

ArcGIS Server product suite, web application development, and object-oriented programming

languages.

Interview Process:

 

After your initial interview with Jim there may be additional technical and non-technical interviews. First round is a verbal technical interview that will be conducted on the phone or in-person.  We will look for you to possess competence and working knowledge of the basics of the particular area to which you are applying.  If we feel you meet certain qualifications, you will then move on to the second and final round of interviews.  The second round is behavioral and will focus primarily on your past experiences, accomplishments and future goals as well as your general suitability for and interest in working for the City of Philadelphia and the Division of Technology.  This interview is in-person.

 

Other Requirements:

The successful candidate must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within 6 months of employment

Salary depends on qualification, but anticipated to be within the range of $70K to $80K.
