GIS Analyst

Bachelor's degree with major course work in geographic information systems, computer graphics, computer mapping, or computer assisted drafting and one year of experience in a related field; or any equivalent combination of related training and experience. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.
GIS mapping, database editing, utilization of Geodatabases, organization and maintenance of GIS library source files and data, digitization and manipulation of spatial data; considerable knowledge of ESRI-based GIS systems; and knowledge of windows based PC operating systems and Microsoft Suite Programs desirable.

Position Summary:
This is advanced, technical work preparing maps and charts of geographical areas showing natural and constructed features, detailed construction drawings, topographical profiles, and related charts and specifications used in the planning and fire/rescue E-911 addressing.

An employee assigned to this classification analyzes source data and prepares mosaic prints, contour maps, profile sheets, and related geographic information system materials requiring technical mastery of GIS techniques and principles.

Work is performed under the direction of a higher level supervisor and reviewed through conferences, reports and observation of results obtained.
Examples of Duties:
ESSENTIAL JOB FUNCTIONS

Develops computer based support applications to ensure accuracy and comprehensiveness in database.

Prepares original maps, charts, and drawings from aerial maps and other survey data and identifies, scales, and orients geodetic points, elevations, and other topographic features and cartographic detail.

Collects and maintains a database of County information for data and graphics presentation purposes from a variety of sources, including the Property Appraiser, Federal Census Bureau, etc.

Assists in the preparation and maintenance of street system maps, plats, data bases and comprehensive plans.

Provides technical graphics, mapping and addressing advice and expertise to other County staff members and the general public as required.

Revises existing maps and charts and corrects maps in various stages of compilation.

Prepares dimensional relief models.

Analyzes survey data, source maps and photographs, computer or automated mapping products and other records to determine proper location and names of features.

Studies legal records to establish boundaries of properties and areas of political, economic, social, or other significance.

Interprets and converts deeds, surveys, legal descriptions, right-of-way maps and other data into GIS and manually onto mylars.

Calculates and installs state plane coordinates in the GIS database.

Updates and maintains manual sets of various maps on mylar by using Leroy lettering.

Generates specific computer plots as needed from GIS.

Prepares clear, complete, and accurate working plans and detailed drawings from rough or detailed sketches or notes.

Reviews rough sketches, drawings, specifications, and other engineering data received from engineering personnel.

Plots maps and charts showing profiles and cross-sections, indicating relation of topographical contours and elevations to buildings, retaining walls, tunnels, overhead power lines, and other structures.

Drafts detailed drawings of structures and installations.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Extensive knowledge of the operation of a GIS computer system.

Considerable knowledge of cartographic, topographic, surveying and drafting techniques and principles.

Knowledge of coordinate geometry and state plane coordinates.

Knowledge of system operations and operator support for a mainframe computer system.

Some knowledge of urban design principles, practices and methods.

Some knowledge of applicable policies, laws and regulations affecting County activities.

Skill in the use of the following work related tools and equipment: personal computer including word processing, data base and computer aided design software, calculator, telephone, copy machine and fax machine.

Ability to digitize geographic maps.

Ability to operate a blueprint machine and computer plotter.

Ability to effectively communicate verbally and in writing.

Ability to establish and maintain effective working relationships.
