Emergency Management Coordinator

The purpose of this classification is to perform technical and specialized work functions associated with organizing, coordinating and training in support of operations, communications, technology support, shelter planning and operations, all-hazards planning all related aspects of emergency management and disaster preparedness programs for Collier County. This classification will also plan, train, and exercise in the homeland security efforts. Coordinates emergency management programs/activities drills and exercises, associated with preparation for, response to, and recovery from natural or man-made disasters or emergencies, weapons of mass destructions incidents or terrorist incidents affecting lives and properties of citizens. Works closely with partner and other governmental agencies to develop plans and capabilities to respond to evacuation and shelter operations with a high degree of accountability and reliability. Performs administrative task including supervising and training volunteers, maintain equipment, developing grant applications, serving as a project manager for grant activity, prepares grant activity reports and detailed financial records, shall create and develop articles for publication for the public and the organization. Prepares and disseminates media and public information releases; may create and maintain a comprehensive information program on the Internet and worldwide web. Supervises and manages the activities and requirements of various Emergency Support Functions (ESF) representatives, outside agencies, contractors, volunteers, and county officials as required upon activation of the Emergency Operations Center. Conducts incident reviews, and de-briefings including critiques, and damage assessments after emergency situations and prepares written reports in formats required by the Florida Division of Emergency Management and/or the Department of Homeland Security. Operates motor vehicles from the departmental pool and assists with efforts to maintain cleanliness, reliability, checks fluid levels request or schedules service and or minor repairs. Experienced in the towing of dual axle trailers and the operation of large wheel based vehicles such as the mobile command center.

Minimum Qualifications: Bachelor's degree in Emergency Management, Public/Business Administration, Emergency Medical Services, or Fire Services including courses in the social and natural sciences or closely related field. Three (3) years of progressively responsible experience in public safety work emphasizing human services, hazardous materials, disaster preparedness, emergency management or related field preferably within a local government; or equivalent combination of education, training, and experience with provides requisite knowledge, skills, and abilities for this job. Illustrates verifiable experience with the ability and skills to handle emergency response, homeland security, wildfire, shelter operations, and large scale community emergencies and emergency operations center management situations. Must meet all promotional eligibility requirements and certifications. Must possess and maintain and a valid Florida driver's license. Must attain and maintain appropriate certifications specific to this position which may include professional training in Emergency Management including courses in emergency preparedness, basic search and rescue, hazardous materials, shelter management and facility construction assessments, incident command systems and training, two-way radio system operations, GIS systems, and wildfire operations. A CEM designation is preferred. May be required to obtain and maintain an amateur radio license, forklift operators certificate, and other vehicle license endorsements.
