GIS Systems Analyst

Designs, analyzes and maintains the City’s Geographic Information System (GIS) applications databases and manages GIS related projects.
 Major Duties:
Develops and maintains the City’s 3D GIS application layers and uses 3D development tools for simulations of development projects.
 
Designs, implements, and maintains the City’s GIS databases, layers and interfaces to internal and external databases and systems.
 
Performs data analysis and creates database queries and reports.
 
Uses ARC/GIS and ArcView to perform spatial data analysis.
 
Analyzes customers’ GIS data requirements and manages data collection and validation processes.
 
Creates custom GIS applications using ARC/GIS, ArcView, Flex, and World Wide Web (WWW) development tools.
 
Digitizes customer supplied information.
 
Trains and assists system users in new and existing GIS applications.
 
Assists GIS customers with map production and with analysis of spatial and database information.
 
Develops web based interactive map applications and mobile applications for smartphones and tablets.
 
Coordinates work of consultants and contractors.
 
Assists in determining system requirements.
 
Evaluates, installs and maintains GIS software and databases.
 
Prepares GIS layers, datasets, and applications and prepares related metadata and customized GIS interfaces.
 
Ensures City parcel data remains up-to-date.
 
Assists in evaluation, selection, deployment, and management of Commercial Off The Shelf (COTS) products.
 
Publishes City GIS data to Internet services (e.g., Google Maps), as directed.
 
Performs other related duties, as assigned.
 Minimum Qualifications:
Knowledge, Abilities and Skills:
 
Knowledge of:
 
Geographic Information Systems (GIS) and concepts, 3D GIS tools, ARC/GIS, ArcView,Python, KML and MapObjects.
Cartography and remote sensing methodologies.
Large format printers.
Relational database systems.
Programming languages and tools such as Flex, Python, and Javascript.
GIS programming procedures and techniques.
Project management methodologies.
Microsoft Office products.
GIS web data services.
Service Oriented Architecture.
Relational Database Management Systems.
Asset and inventory management technologies.
Effective customer service techniques.
 
Ability to:
 
Develop 3D GIS layers and applications using 3D GIS tools.
Develop interactive GIS maps and applications using modern programming tools.
Assist in the development of location-aware websites and applications via GIS web data services.  
Synthesize customer stated requirements, questions, problems, and translate into technical terms and work products.
Install and maintain software systems.
Analyze and solve technical problems and design software solutions.
Provide technical support to City staff and the public.
Complete assignments in an accurate and timely manner.
Conduct research and make recommendations on technology.
Read and interpret technical computer-related training and reference manuals.
Document technical information in writing.
Maintain mastery of modern GIS principles and technologies.
Ensures City’s Emergency Operations Center is equipped with optimal GIS capabilities.
Conduct needs analyses and research complex software problems to formulate solutions.
Communicate effectively with the public and with City employees both orally and in writing.
Provide effective customer service.
Establish and maintain cooperative and effective working relationships with City employees and the public.
Serve as central point of contact for all GIS related matters.
Conduct GIS related oral presentations to diverse audiences.
 
Skill in:
 
Software system configuration, maintenance and problem resolution.
Developing and maintaining 3D GIS applications and layers.
Managing application and customer file systems and directories.
Production of customized ArcGIS, ArcView Projects, Views, and layouts.
Analyzing spatial data by linking ArcView tables and creating ArcView queries.
Printing maps for departments, as needed.
Developing interactive GIS maps using modern development tools.
Developing mobile and web enabled GIS applications.
Database design and development; SQL operation; report design and development; query design and optimization.
Software analysis and programming.
Training system users in GIS applications.
Diagnosing complex software problems and developing solutions to those problems.
Presenting complex technical concepts to a variety of audiences.
Project management and implementation of information systems.
Managing multiple projects simultaneously.
 
Education, Training and Experience:
 
Graduation from an accredited college or university with a Bachelor’s degree in Information Systems, Computer Science, or Geography, including course work in GIS. Three years of experience in designing, implementing and maintaining GIS databases and systems, including 3D GIS maps and layers, interactive GIS map applications and mobile applications.
