Senior Transit Planner

Provides necessary leadership for the development and implementation of various planning projects.

May supervise, coordinate and direct and evaluate the work assignments and tasks of the staff assigned to the Division.

Oversees the work of a team engaged in providing specific services or projects.

Serves as a mentor from whom employees seek advice and who initiates advice when needed.  Provides training as needed.

Develops and recommends improvements to procedures, processes, forms, and communication.

Supervises and oversees the organization and maintenance of related records system, including assembling and organizing data and its collection.

Makes effective public presentations (including appearing before the Board County Commissioners) in a professional proactive manner.

Prepares division-related agendas and resolutions to be considered by the County Commissioners.  Prepares and coordinates related inter-departmental correspondence.

Monitors contract compliance.

Communicates clearly, effectively and tactfully, orally and in writing; provides and maintains public relations with constituents, including elected officials, clients/developers, and the general public in responding to planning and zoning needs and interests.

Prepares and maintains concise, accurate records, reports and written recommendations for changes.

Performs other related work (including weather or other extreme emergency duties) as required.

Area of Assignment:  Transit
 Administers federal and state transit grants.  Seeks, organizes and maintains information related to associated grant funding sources.  Coordinates with the following:  National Transit Database (NTD), Disadvantages Business Enterprises, American Public Transportation Association, Florida Public Transportation Association, Florida Department of Transportation, General Transit Administration, etc.

 Minimum Qualifications:


Bachelor’s degree in Urban Planning, Civil Engineering, Public Administration, or closely related field.

Minimum of four (4) years professional experience in a government agency or private firm doing work related to city, county, regional or state planning related to area of assignment.

Area of Assignment: Transit – Experience related to grants coordination, transit planning, transportation disadvantaged planning, or similar experience.
 
Professional Transportation Planner (PTP) certification or Certified Transportation Planner (CTP) certification preferred.

Experience in the administration and direction of planning preferred. 

A Master’s degree in one of the specified fields with one (1) year professional experience may be considered.

American Institute of Certified Planners (AICP) preferred.
 
Prior supervisory or lead experience required. 

Valid driver’s license, with valid Florida driver’s license within 30 days of hire. 

Equivalent combinations of education and experience may be considered.

 
 
 
Knowledge/Abilities/Skills
Knowledge of socioeconomic and physical characteristics of the County.
Knowledge of modern principles and practices of urban, suburban and rural planning related to area of assignment.
Knowledge of County finance and purchasing guidelines, policies and procedures.
Skill in computer operations and pertinent software applications, i.e., MS Word, Excel, Access, and Power Point, and GIS-related software applications.

Area of Assignment:  Transit
 Knowledge of public transit administration, transit operations and related accounting practices.  Knowledge of federal and state transit guidelines and audit procedures.  Computer skills related to FSUTMS and GIS.
