Planner II

PRMD is seeking to fill a Planner vacancy in its Project Review (Current Planning) Section.  This is not a traditional planner position. The primary responsibility for this position will be to review and respond to project referrals for new use permit, subdivision, and lot line adjustment applications, which are managed by Planners. Primary duties include responding to project application referrals for water quality, on-site wastewater disposal, noise analysis, and ground water supply studies.  

The position participates in the Project Review Advisory Committee which sets subdivision conditions, the Environmental Review Committee, which makes recommendations on CEQA documents, and pre-application meetings which counsels applicants on permit requirements prior to submittal of an actual project application.  This position also insures condition compliance prior to the issuance of buildings permits or prior to the recording of subdivision maps, and maintains positive and cooperative working relationships with other agencies, County departments, and PRMD divisions. Additional responsibilities include explaining the development review process, negotiation of draft conditions of approval, review and feedback to consultants for special studies, condition compliance inquiries, and interpretations of well and septic standards.

The Ideal Candidate will have:

  • A background in geology and/or noise analysis.
  • Experince in well and septic.
  • Experience delivering excellent customer service.
  • The ability to act as an effective liaison between community groups, government agencies, developers, and/or elected officials for development proposal efforts.
  • Strong verbal and written communication skills.
  • The aptitude for effectively managing work priorities and meeting deadlines in a fast-paced environment.

This recruitment is being conducted to fill one (1) full-time Planner II vacancy in the Permit & Resource Management Department. The employment list established from this recruitment may also be used to fill future full-time, part-time, or extra-help vacancies as they occur during the active status of these lists.

 Minimum Qualifications:
Education: Any combination of education and/or training that would provide an opportunity to acquire the knowledge and abilities listed. Normally, education equivalent to a Bachelor's degree from an accredited college or university with major course work in urban, regional or environmental planning, solid waste planning, geography, architecture, landscape architecture, economics, environmental studies or a related field would provide such an opportunity.

Experience: Experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of professional planning experience at the equivalent level of Planner I with Sonoma County, would provide such opportunity. 

License: Possession of a valid driver's license at the appropriate level, including special endorsements as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
 Knowledge, Skills, and Abilities:
Working knowledge of: the principles, methods, theories, practices, and techniques of urban and regional land-use and environmental planning and development; social, environmental and economic principles, and of their application to urban and rural development and conservation; research methodology including methods of gathering, compiling and analyzing data required for planning studies, and of standard statistical methods and procedures as they apply to the use of socio-economic and environmental data; county government and of other governmental agencies which have a coordinative relationship with county government; electronic information systems.

Ability to: evaluate graphic design and site plans related to development proposals; plan, organize and carry through research projects effectively; understand and develop current knowledge in special areas such as environment, transportation, population growth and density; select proper methodology and apply it to planning problems; present the results of research effectively in oral, written or graphic form; read and interpret maps and legal property descriptions; learn to problem solve and understand, interpret, and explain a wide variety of laws, ordinances, codes, rules and regulations relating to land use issues; advise citizens groups and various boards orally and in writing concerning specific planning projects and programs; prepare clear and concise written reports; reason logically and speak effectively; establish and maintain effective working relationships with County employees other public agencies and the general public; utilize electronic information systems and analyze and interpret such information..
