Economic Development Manager

The Economic Development Department is charged with working to make Santa Cruz a more beautiful and more economically viable place to call home. The department strives to foster economic development programs that provide diverse opportunities for stable, meaningful work at livable pay; to meet retail and service needs of residents and visitors; to create a strong municipal tax base; and to preserve environmental quality and enhance the character and quality of community life.

The Economic Development Manager plans, organizes, supervises and performs economic development research, marketing and related activities; designs, implements, monitors, and evaluates programs which encourage economic development in the City; develops the budget; develops a strong public relationship with the economic community, including government agencies, non-profit organizations, academic and business institutions, as well as entrepreneurial and civic groups. The position is also responsible for preparing and administering a comprehensive City-wide economic development program for commercial areas throughout the City. May exercise direct or indirect supervision of support, technical, and professional staff. Provides direct supervision of the Economic Development Coordinator I/II. May assume Department Head responsibilities in the absence of the Director.

 Typical Duties:
(May include, but are not limited to, those duties listed below.)
·         Assists the Director in developing and administering the City’s economic development programs.
·         Participates in the development of goals and recommendations and implements program objectives, policies and priorities.
·         Communicates the City’s economic development strategies, programs, and policies in meetings with individuals and public and private organizations.
·         Works to develop a business-friendly climate in the City, and organizes and assists in developing processes and programs that are responsive to the needs of the business community in coordination with other City departments.
·         Coordinates and performs project management, administrative and technical duties necessary to achieve project objectives in the areas of economic development, small business assistance and business financing, and employment.
·         Develops and directs an effective and efficient economic development organization, including establishing standards, performance goals and procedures; assigns, and evaluates a small professional and administrative support staff.
·         Manages, coordinates, reviews and participates in the City’s economic development resources program activities including business development and retention and economic development.
·         Manages, oversees, and participates in the development of the economic development work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures of assigned staff or of professional development consultants, e.g., attorneys, appraisers, relocation specialists, et al.
·         Prepares and analyzes economic data/reports to determine the economic feasibility or potential of specific development, transportation or land use plans.
·         Develops marketing and promotional programs to enhance the implementation of economic development activities, including brochures, web sites, software, databases, social media and other media.
·         Identifies and develops opportunities for collaboration and technology transfer resulting from the University of California-Santa Cruz’s research activities.
·         Develops and implements strategies and programs for business attraction, enhancement, retention and expansion.
·         Responsible for obtaining grants for implementation of economic development projects.
·         Works closely with local businesses and recruits potential business.
·         Responds to inquiries regarding economic data, trends and resources such as industrial and commercial development opportunities.
·         Participates with the Economic Development Council and other groups in regional marketing efforts and economic development initiatives.
·         Prepares and maintains demographic, market and vacant land database.
·         Makes presentations to business and community groups.
·         Coordinates the preparation/implementation of special projects.
·         Tracks, reviews, and responds to proposed legislation affecting economic development-related issues.
·         Provides technical training as required.
 

 Minimum Qualifications:
Knowledge:
·         The principles, best practices, and issues of economic and community development including business recruitment, local government financial incentives for business, real estate, and land development process;
·         Marketing and promotional techniques used in the economic development area;
·         Laws, regulations and procedures pertaining to economic development and redevelopment;
·         Economic incentives; redevelopment finance trends and practices;
·         Public administration principles and budgetary methods and procedures;
·         Business retention methods;
·         Business, economic and market forces and indicators;
·         Public, business and community relations techniques.
·         Principles and practices of supervision, leadership, mentoring, and training.
·         Quantitative and qualitative analysis, and problem-solving skills, experience building financial models and skills working with data sets.
 
Abilities:
·         Coordinate and implement an economic development program, including a proactive outreach and communication program which projects the business-friendly image of the community;
·         Work effectively with business leaders, financial institutions, citizen groups and department managers in interdepartmental and diverse team environments;
·         Understand, interpret, and apply complex rules, regulations, laws, and ordinances;
·         Effectively communicate both orally and in writing fundamental technical information to the business community and general public.
 
EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the above  knowledge, skills and abilities combined with any required licenses and certificates is qualifying. A typical way to obtain the required qualifications is to possess the equivalent of the following:
 
·         A Bachelors’ Degree in business administration, public administration, urban planning, economics or a closely related field; and
·         Four years of highly responsible experience with economic or community development, research, business administration, and redevelopment programs.
·         A Master’s Degree in one of the fields listed above may be substituted for one (1) year’s experience.
 
LICENSES/CERTIFICATES
·         Possession and continued maintenance of a valid California driver’s license and a safe driving record.
