Transit Planner Chief

The City of Gainesville Regional Transit System (RTS) is currently seeking a Transit Planner Chief to perform planning and administrative work assisting the Transit Director in the development, implementation, and administration of programs related to public transportation services.
The ideal candidate will possess:

    Thorough knowledge of Transit operating procedures including vehicle and personnel scheduling, route/service development, ridership analysis, and passenger informational aids related to on-street services.
    Thorough knowledge of Americans with Disabilities Act, Title VI, and the Equal Employment Opportunity Commission as it relates to transportation.
    Knowledge of transportation planning principles and practices and their relationship to land use planning.
    Knowledge of spreadsheet, word processing, scheduling software, statistical software and database management programs.
    Thorough knowledge of various governmental functions, policies, and procedures as related to public transit operations and funding.
    Ability to supervise and coordinate the development of complex transit service plans and schedules.
    Ability to complete complex assignments and develop standard operating procedures and policies.
    Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.
    Ability to gather information and prepare complex plans, reports, and records.
    Ability to communicate effectively, both orally and in writing.

Master degree in Planning preferred. Must possess five (5) years of experience in either public or private urban transportation operations, preferably with a unionized property, including one year of supervisory experience.

 Job Description:
SUMMARY
This is planning and administrative work assisting the Transit Director in the development, implementation, and administration of programs related to public transportation services provided by the Regional Transit System (RTS). Work will include direct supervision of transit planners and planning interns; and will oversee the work of consultants for a variety of studies.
The single position allocated to this classification reports to a designated supervisor and works under general supervision.  Work in this class is distinguished from higher classes by its lack of overall departmental responsibility and from lower classes by its emphasis on supervisory and administrative duties.

ESSENTIAL JOB FUNCTIONS
Plans and coordinates all services provided by RTS as well as coordinating contracted services with the University of Florida, Santa Fe College and Alachua County.
Plans and coordinates new services and proposes changes to existing services to improve safety, efficiency and cost effectiveness.
Responsible for the annual submission of the Transit Development Plan (TDP), the National Transit Database (NTD) report and RTS’ Transportation Improvement Program (TIP) projects.
Monitors route performance and recommends budget adjustments to the Transit Director to control operating costs.
Conducts revenue collection and fare structure research and provides recommendations to the Transit Director.
Assesses changes to the demand response paratransit service, forecasting future capital and operating needs to support the program.
Develops short- and long-range plans in coordination with the Metropolitan Transportation Planning Organization and City and County Planning Departments.
Represents RTS as a member of the Metropolitan Transportation Planning Organization (MTPO) Technical Advisory Committee andcoordinates the inclusion of transit projects in the list of regional priorities that ensure eligibility for State and Federal funding.
Reviews and processes correspondence, records, and reports.  Investigates public recommendations and service requests.  Prepares replies and recommends solutions and courses of action to the Transit Director.
Prepares schedules and determines cuts for all transit services.
Manages Planning Division’s budget and assists in reviewing departmental budget.
Manages activities and programs related to federal and state funding to include, but not limited to, the RTS Ten-Year Transit Development Plan (TDP). RTS Grant Management, RTS Grant Applications, Civil Rights Programs, Environmental Regulations, and Federal Transit Administration Programs.
Manages, coordinates, and assists on a variety of technology related projects for the department to include, but not limited to, Google Transit Trip Planner, RTS databases, and the Geographic Information System.
Develops recommendations for the location of bus stops and the installation and/or construction of passenger facilities including, but not limited to, benches, bicycle racks, bus shelters, bus bays, park and ride lots and other passenger facilities.
Recommends, selection, promotion, discharge, and other appropriate personnel actions.
Supervises, plans and coordinates work of subordinates.
Works with citizens, interest groups and representatives from other governmental agencies on transit capital and operating projects.
Reviews and provides input related to development projects, land use and transportation plans.
Attends meetings and presents plans at public meetings, workshops and hearings.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE

CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License.
Certifications
Membership in American Institute of Certified Planners desired.
