Transportation Planner I - Sustainable Development

Since 1974, the North Central Texas Council of Governments (NCTCOG) has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area.   The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise.

 

The Transportation Department of the North Central Texas Council of Governments is seeking an entry- or mid-level Transportation Planner in Sustainable Development, specifically in the Transit-Oriented Development (TOD) Planning area.  This position will assist in conducting activities related to TOD data collection and research; TOD planning studies; demographic, market, and parking analyses; multimodal corridor studies; rail and transit planning projects; transit station site analysis; land-use redevelopment projects; form-based codes; and visualization.  This posting is for the entry-level Transportation Planner I position, and applicants wishing to be considered for this position should apply online.  To be considered for the mid-level Transportation Planner II position, or any other NCTCOG position that may currently be open, applicants need to apply online separately for those postings. All submittals should include a cover letter summarizing work experience, as well as a current resume.

 

Responsibilities may include, but are not limited to, the following:

  • Assisting with development, coordination, and review of TOD planning projects, including demographic, market, multimodal transportation access, and parking analysis
  • Supporting coordination activities with city governments, transit agencies, developers, civic associations, consultants, and the public on transportation projects
  • Preparing correspondence, technical reports, and other documents
  • Preparing and delivering oral presentations
  • Coordinating TOD Working Group activities (e.g., identifying speakers, topics and outreach opportunities; and creating announcements)
  • Creating and maintaining databases related to TOD data using GIS and Microsoft Excel and Access software
  • Conducting research and data collection
  • Providing assistance in the management of consultant contracts
  • Creating and maintaining project schedules
  • Creating detailed project maps
  • Working with a variety of stakeholders
  • Assisting with grant writing and reporting
  • Creating 2-d and 3-d graphics using graphic design software

 

Required Skills

 

  • Strong verbal and written communication skills
  • Strong critical-thinking, problem-solving, and analytical skills
  • Good interpersonal skills
  • Ability to gather and analyze data from multiple sources such as Census data, Appraisal District Parcel data, land-use and zoning data, etc.
  • Knowledge and understanding of planning and urban design principles, and development process real estate principles that are related to mixed-use development and TOD planning methods
  • Detail oriented, highly organized, and ability to multi-task
  • Ability to work in a team environment
  • Understanding of interrelationships between transportation and land-use planning decisions
  • Experience using Geographic Information Systems (GIS)
  • Experience working with public
  • Experience with design software a plus
Required Experience

 

  • Bachelor’s degree in field involving analytical, quantitative methods such as urban/transportation planning, economic development, design, or landscape architecture, etc.
  • One year of work-related experience or less

 

Salary

Minimum of $39,324.00 annually
