Planner II - Research Analyst

The Water Services Department is seeking a Planner II to perform economic analysis associated with medium- and long-term water and wastewater planning activities.  Duties would include the following: undertake sectorial and spatial analyses of water use and wastewater generation; collect and analyze primary data to refine customer profiles and estimate water use for plumbing fixtures, appliances and outdoor features; compile data to support water and wastewater forecasting models from a variety of sources including aerial imagery, demographic, economic and property data; prepare financial and cost benefit studies; write technical reports for a variety of audiences including executives and elected officials; and perform project administration and contract management for specialized projects related to water and wastewater planning.  This position would be ideal for a person with a strong analytical background and policy analysis experience; especially in the water or utilities industry.  This position works in both office and field settings and occasional weekend and evening work hours may be required.

SALARY

$54,392- $81,245 annually. Appointment can be made above the minimum depending upon qualifications.

JOB REQUIREMENTS

  • Two years professional experience performing quantitative and qualitative research techniques and policy analysis.
  • A bachelor’s degree in a field such as economics, water resources, urban planning or business administration that combines policy and quantitative analysis.
  • Competency in at least two of the following areas: spreadsheet modeling; analysis using database programs; spatial analysis using geographic information systems; or statistical analysis using programs such as SAS or SPSS.
  • Experience preparing written technical reports or studies that summarize complex issues.
  • This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver's license, possess personal insurance coverage, and have an acceptable driving record.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

 PREFERRED QUALIFICATIONS

A well-qualified candidate will possess the job requirements listed above, plus:

  • Some experience with water demand management and/or water resource issues
  • Familiarity with one or more allied fields like municipal finance, demographic analysis, infrastructure or transportation planning, or real estate market analysis.
  • Familiarity with ArcGIS, satellite imagery, and/or aerial photography.
  • Familiarity with water or energy efficiency issues.
  • Knowledge of modeling and forecasting techniques including ‘what if’ and scenario analysis.
