Planner III

Brief Description:
The purpose of this position is to provide a wide range of short and long-term planning services to promote the orderly development, redevelopment and use of land within the community while being responsible for the detailed oversight of the City's zoning and subdivision ordinances. This is accomplished by researching and recommending policies and providing data and reports relating to land use planning, zoning, demographics/socio economic data, economic development (i.e. tax increment financing, etc.), and other high level research and policy development as may be required. This is a professional position requiring independent thinking, effective facilitation and communication skills (oral and written), initiative and the ability to be discrete in addition to maintaining effective working relationships with internal and external customers, applicants, business and neighborhood groups, City officials and the general public. Other duties include but are not limited to: assisting with the Planning Division's annual budget for review by the Planning Administrator, oversight and review of current planning, zoning and development duties, including but not limited to site plans, requests for conformity with the zoning and subdivision ordinance, research and analysis of the thoroughfare plan, primary liaison to the Planning and Zoning Commission, preparation and presentation of various ordinance amendments for adoption by City Council, assignment of minor tasks to the Planner II and Planning Technician, and other related planning duties as directed by the Planning Administrator. Periodically attend meetings, training conferences out of town. Accomplish special studies as directed by City Manager & Community Development Director. Knowledge of urban planning principles, ArcGIS, and pertinent Federal and State laws are an asset. 

Certification & Other Requirements:
AICP eligible and member of APA. Must possess a valid Texas Class C Driver's License 

Formal Education:
Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study, P.E., Law Degree, CPA. 

Experience:
Over five years up to and including seven years 

Supervision:
Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work. 

Freedom to Act:
Receives Limited Direction - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically. 

Budget Responsibility:
Does research for budget documents; and compiles data for computer entry; enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than a department size, i.e. program, projects, or small organizational units. 

Technical Skills:
Advanced - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
