Geographic Information System (GIS) Specialist

Position Description
    
The City of Fresno, Public Utilities Solid Waste Division is currently seeking an individual who is experienced with Geographic Information Systems (GIS) and who is customer service driven.  The incumbent will be required to successfully maintain the City's routing of solid waste services through the use of the city's GIS layers through the City's digital mapping programming.  Incumbent will be required to run analytical data relevant to the routes, staff vehicles, and time usage to establish performance metrics for the division and increase productivity.  Will also map and identify areas of planned work for Operation Clean Up, litter control, and freeway maintenance.

Will successfully coordinate with key staff to perform data analysis, update data and maps, and provide general mapping expertise.  Additionally will develop procedures, distribute data to users and perform related work as required.   The GIS Specialist is a stand-alone class with an expertise in mapping and relational databases.

The ideal candidate for this position will have knowledge of GPS systems, and possess the ability to coordinate the GIS with GPS data streams.

The current vacancy exists in the Department of Public Utilities; however, GIS Specialist positions are utilized in various city departments. Therefore, the eligible list established from this recruitment may be utilized to fill future vacancies in multiple departments.
    
    
The Requirements
    
These are entrance requirements to the competitive examination and do not assure a place on the eligible list.  Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify.

TO QUALIFY, an applicant must have:

-  Bachelors degree from an accredited college or university with major course work in geography, engineering, land surveying or a closely related field;

AND

-  Three years of full time increasingly responsible experience operating, implementing and maintaining automated mapping and/or Geographic Information Systems (GIS); or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
    
    
Selection Process
    
The examination process may consist of the following:

APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the MOST qualified candidates will be invited to the Panel Interview.  Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

PANEL INTERVIEW - 100%: A panel of subject matter experts will conduct a job related panel interview to evaluate a candidate's training, experience, and personal traits for this position.

Candidates must achieve a passing score to qualify for the eligible list.

The panel interview is tentatively scheduled for the week of April 21, 2014.
