Associate Planner, Planner I, or Planner II

Under general direction, to initiate, manage, and coordinate public process for Utilities planning and capital improvement program (CIP) projects.  Provide leadership in facilitating community dialogue and building consensus regarding complex flood mapping, mitigation planning and Utilities capital improvement project issues.  Perform related duties as required.
 Duties & Responsibilities:
 1.    Manages and coordinates the preparation of planning and capital improvement public process projects and related information often involving major and/or minor impacts and/or working with multi-jurisdictional staffs.  This includes the following:

    Assesses and initiates Utilities project planning to implement the Division's planning and capital improvement program and achieve City Council goals.
    Serves as a resource to assist with information, outreach and communication strategy needs.
    Understands the mission and services provided by the Utilities Division in order to actively educate them to the community.
    Remains aware of sensitive or political issues related to Utilities and greenways
    Keeps informed about and implements innovative and effective methods of communication with a focus on trends in social media and external public relations.
    Coordinates preparation for the Greenways Advisory Committee, the Water Resources Advisory and Planning Boards, City Council meetings, and study sessions.  Preparation includes helping draft and assemble presentation materials and documents.
    Coordinates special Utilities and greenways work program planning and project activities with the City Manager's Office, Public Works Administration, other city departments, county government, the general public, and various other organizations.
    Participates in and potentially coordinates the development and periodic revision of various flood mapping and mitigation planning updates, the Comprehensive Flood and Stormwater Master Plan, the Greenways Master Plan and other Utilities planning efforts.
    Coordinates measurement efforts to monitor the effectiveness of the public process.
 
2.    Serves as a liaison to the Greenways Advisory Committee and Water Resources Advisory Board, community groups, governmental agencies, and other individuals or groups concerned with greenways and Utilities planning issues.  This includes the following:

    Represents the city at public hearings and neighborhood meetings, and presents the city’s findings, options and/or recommendations.
    Provides technical assistance to advisory groups, boards, committees, and the general public.
    Conducts public processes, which genuinely influence the design, and develop community support for specific planning and capital improvement projects/programs.
    Coordinates and/or implements outreach activities that engage the general pubic and/or specific target populations in the development, design and implementation of greenways and Utilities planning and capital improvement projects/programs.

 
3.    Coordinates the implementation of regional and local capital improvement projects.  This includes the following:

    Coordinates and supervises public processes on planning and capital improvement projects which influence other jurisdictions such as the Urban Drainage and Flood Control District,  neighboring communities, Boulder County, University of Colorado and other agencies that manage other inter-related  systems.
    Coordinates funding and potential joint public processes on projects that are built through cross-departmental and/or cross-jurisdictional construction projects.
 
4.    Leads processes related to incorporating all of the objectives of the Greenways Program including protecting and restoring floodplain and wetland habitat, enhancing water quality, facilitating storm drainage and mitigating floods, providing alternative transportation routes for pedestrian and bicyclists, providing recreational opportunities and protecting cultural resources along Boulder Creek and the tributaries.
 
5.    Updates job knowledge regarding greenways and Utilities planning, construction and public process methods, technical analyses, and new approaches to solving issues.  Remains aware of and is sensitive to community issues impacting long-range projects.
 
6.    Identifies issues and makes recommendations for long?term greenways and Utilities planning and projects. Coordinates greenways and Utilities planning and design with other City departments/divisions including the Transportation Division, Parks and Recreation Department, Planning Department, Development Review, Police Department and Fire Department.
 
7.    Administers operating budgets related to capital program and project public process functions.
 
8.    Develops and administers contracts with consultants working on greenways and Utilities planning, public process, and implementation projects.
 
9.    Researches, analyzes, and prepares special reports as assigned.
 
10.Other:

    Performs related duties as required to meet the needs of the city.
    Takes proper safety precautions to prevent accidents.  Responsible for the safety of self, others, materials, and equipment.  Uses all required safety equipment and follows all safety regulations, policies and procedures.  Reports all accidents and damage to city property.
    Knows and complies with all city and department policies; participates in professional trainings and development; and adheres to attendance and workplace attire policies.

REQUIRED MINIMUM QUALIFICATIONS:
Education and Experience requirements for Associate Planner:
Bachelor’s degree in Planning, Urban Planning, or other related field and a minimum of one year of planning and public process experience or any equivalent combination of education and experience.  (Master’s in Planning, Urban Planning or Engineering or other related field is a preferred qualification.)
 
Education and Experience requirements for (Planner I):
Bachelor’s degree in Planning, Urban Planning, or other related field and a minimum of three years of planning and public process experience, or any equivalent combination of education and experience. (Master’s in Planning, Urban Planning or Engineering or other related field is a preferred qualification.)
 
Education and Experience requirements for (Planner II):
Master’s degree in Planning, Urban Planning, Engineering or other related field and a minimum of five years of planning and public process experience, or any equivalent combination of education and experience.
 
Qualifications for all positions:
Demonstrated verbal and written communication skills.  Demonstrated strategic agility to anticipate potential outcomes and consequences related to communication and political issues. Excellent customer service skills.  Demonstrated interpersonal, organizational, and analytical skills.  Strong negotiation and consensus building skills.  Ability to analyze and synthesize large amounts of complex information.  Ability to handle projects which involve politically sensitive or controversial issues.  Demonstrated public presentation skills for citizen groups, boards and commissions.  Ability to meet deadlines with minimal supervision.  Ability to manage budgets.  Demonstrated skills in establishing and maintaining effective working relationships at all levels of an organization.  Valid driver’s license.  Have and maintain acceptable motor vehicle record.
 
DESIRED QUALIFICATIONS – In addition to the required minimum or preferred qualifications:
Knowledge and understanding of the community, including its geography, politics, interests, organizational characteristics, and laws.  Professional certification as a Certified Floodplain Manager.  Budget preparation experience.  Familiarity with computers including, database and spreadsheet/software.
