Geographic Information Systems Analyst

PURPOSE:

Under the general supervision and day-to-day work direction of the Associate Director of Campus Planning the incumbent Geographic Information Systems Analyst (Administrative Analyst/Specialist - 12 month Non-Exempt) will perform skilled technical and professional work in the design, development, and maintenance of Geographic Information System (GIS) graphics and mapping applications and databases. Through the use of spatial information the Analyst will help the university better manage its resources, plan future development, ensure public safety and help staff, faculty, students navigate through online maps. The analyst will produce spatial and non-spatial data/information relevant to campus needs and provide technical assistance to the campus in the use of shared spatial data.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  • Create, modify and update spatial database(s) and maps. Compile geographic data from a variety of sources and file formats including censuses, field observation, satellite imagery, aerial photographs, construction drawings and existing maps.
  • Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS. Develop 2D and 3D maps, tables and graphs based on existing and other data such as GPS or AutoCad. Work closely with staff in the creative and strategic application of complex geospatial technology.
  • Support the campus in the use of online spatial information and technology to better navigate and manage the campus and its resources especially through the use of web-based and 3D imagery.
  • Analyze data and assist in the data tracking and preparation of reports and maps based on campus data such as transportation, storm water, gas, electricity, emergency response, water, waste/recycling and sustainability information.
  • Recommend strategies to implement improvements in the existing systems/solutions around GIS. Review and consult on the analysis of geographic relationships among varying types of data.

Other Functions:

  • Attend meetings across campus and collaborate with the surrounding jurisdictions in support of campus development, planning, operations and safety.
  • Perform other job-related duties and special projects as assigned.

KNOWLEDGE AND ABILITIES:

Working knowledge of: GIS analysis and database management; and basic methods and procedures for research and statistical analysis and the ability to apply them.

Ability to: learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty; analyze data; organize and plan work and projects including handling multiple priorities; make independent decisions and exercise sound judgment; compile, write, and present reports related to the program; establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.

MINIMUM QUALIFICATIONS:

Entry to this classification requires general knowledge and skills in Geographic Information Systems, with a foundational knowledge of principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of policies, procedures, practices, or programs.

SPECIALIZED SKILLS REQUIRED:

BA/BS Degree from accredited college in GIS, Geography, Engineering or other related discipline, or a BA/BS in an unrelated field with a GIS certificate. One to two years of experience in GIS analysis and database management, remote sensing, and cartography. Demonstrated experience using ESRI ArcGIS Version 9.3 or greater, and experience with Small World, Intergraph, MapInfo and AutoCAD Spatial to develop, edit, and maintain spatial data from engineering as-built drawings and other sources. Experience using ArcSDE (MS SQLServer, Oracle or PostgreSQL), MS Access, ArcGIS for Server, Python (ArcPy), QGIS, and Adobe Illustrator. Ability to perform basic queries (spatial and non-spatial). Experience in cartographic design with ArcGIS; and with data entry, data transfer, management, and analysis. Skills using GPS units for data collection and downloading to GIS databases; in spatial analysis with GIS; and in web GIS such as ArcGIS online and Google Earth. Appropriate GIS Certification.  Strong organizational skills with the ability to carry out a variety of directed tasks.

DESIRABLE QUALIFICATIONS:

A thorough grasp of current GIS technology, including ESRI and other leading commercial GIS platforms. Extensive experience in various GIS functions like spatial, 3D and network analysis, geo-referencing, onscreen digitizing and data editing, spatial transformation and spatial join, and GIS data QA/QC. Experience using GIS and remote sensing in various domains including natural resources, forestry, soil and water resources, business analysis and socio-economic analysis. Knowledge of:  how to find information, identify essential information, and validate the information; geographic data types (land base, imagery, gas utility infrastructure, etc.); sustainable practices and resource management; project management skills; map services in GIS servers (ArcGIS Server and GeoServer); coordinate system, projection and data transformation spatial data types (vector and raster); spatial join, database replication, versioning, transaction management; map digitizing, data editing;  and geo-referencing, topology correction geocoding; geo-processing, spatial and geo-statistical analysis.  The ability to: solve problems using the GIS suite of tools; correctly follow a given rule or set of rules in order to arrange things or actions in a certain order; look at many indicators of system performance, taking into account their accuracy; convert vector data to raster and vice versa; convert data to and from various data format; and create metadata and maps, storing and updating them as needed.  Excellent written, oral and cartographic communication, with the ability to convey GIS/spatial information to non-GIS/technical people. SPECIAL CONDITIONS OF EMPLOYMENT:

The person holding this position is considered a "mandated reporter" under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 (http://goo.gl/CKDHa) as a condition of employment. 

WORK ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time.  This position will be required to working outside to collect data.

SALARY:              

$3,288 - $5,263 per month.  CSUMB offers an attractive employee benefits package, CSU Benefits R09.  The University Corporation at CSU Monterey Bay also provides access to affordable campus housing, Employee Housing.
