Planner (Parks and Recreation)

Primary job function and duties:
The Greensboro Parks and Recreation Department is a nationally-accredited, three-time winner of the National Gold Medal for Excellence in Leisure Services. This position will assist with the development and implementation of long-range comprehensive and site specific master plans, coordination of parkland/open space acquisition and preservation activities, and will provide oversight and support for the design and development of a variety of parks and recreation-related capital improvement projects, including parks, trails and recreation facilities. This position will assist with updates to the Capital Improvement Program and Capital Life Cycle Plan and will involve significant interaction and collaboration with division, department and city-wide staff. Duties and responsibilities also include coordination of public involvement and engagement activities and preparing and making reports and presentations to various boards, commissions and public groups. This position will also serve as department liaison on diverse committees, will provide technical assistance and reviews of park/facility development plans and proposals, and will develop, implement and evaluate project scopes of work and Requests for Qualifications (RFQ)/Request for Proposals (RFP). Additional duties include research and analysis of trends and issues related to parks and recreation and completion of feasibility studies concerning parkland acquisition, development, and other special studies to forecast park and facility program needs to identify future projects. This position will also research and identify potential funding sources and financial tools to support parkland and facility development and open space preservation activities. Applicants must possess thorough knowledge of municipal land use, park planning, site planning and design, and project management principles. Knowledge of general programs, services and facilities offered by parks and recreation agencies. Demonstrated written, verbal and graphic communication skills including the ability to prepare clear and concise written correspondence, reports and master plans. Demonstrated skill in data collection and analysis, creating graphs, plans and maps. Strong interpersonal skills including tact and courtesy in difficult situations and demonstrated ability to mediate conflicts among interest groups. Demonstrated experience working within a complicated public process, including negotiation and consensus-building skills. Ability to plan, manage and coordinate various phases of park and facility planning, design and development. Ability to organize and conduct public meetings and prepare and make public presentations; Ability to review plans and proposals for conformance to applicable regulations and guidelines. Ability to multi-task and meet short and frequent deadlines with minimal supervision. Ability to work independently as well as part of a team and to establish and maintain effective working relationships. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.

Minimum Qualifications:

  • Four year degree in Planning, Geography, Parks and Recreation, Public Administration, Landscape Architecture or related field OR an equivalent combination of education and experience
  • 4-6 years of professional experience related to the position
  • Experience with Geographical Information Systems (GIS) or similar mapping software, computer-aided design (CAD) and graphics programs such as Illustrator, Photoshop or InDesign and Microsoft Office Suite (Must indicate on application)
  • Prior experience facilitating, coordinating and managing small and large public input processes and meetings (Must indicate on application)
  • Valid Driver’s License

An Ideal Candidate Would Also Possess (Preferred Qualifications):

  • Park planning and/or park project construction or management experience
  • American Institute of Certified Planners (AICP) Certification
