Economic Development Manager

The City of Charlotte is seeking an Economic Development Manager who is a seasoned professional, passionate about delivering quality customer service, and committed to the highest level of ethical behavior.  The Economic Development Manager is driven to strengthen Charlotte’s economy and enhance its global competitivenessby promoting economic growth through business retention and expansion, new business recruitment, facilitation and negotiation of real estate development agreements, tax base stabilization and enhancement, analysis of fiscal and economic impacts, and development and use of various economic development incentive tools.

 

The Economic Development Manager serves in a high profile position and must be capable of cultivating and enhancing partnerships with community leaders representing corporate, development, public, non-profit, and institutional entities.

 

Position Overview

Reporting directly to the Director of the City’s Neighborhood & Business Services Department, the Economic Development Manager leads a team of 23 individuals and provides high-level managerial, administrative, and financial direction.  Bringing demonstrated experience to the continuous effort toward innovative approaches and operational improvement, the Economic Development Manager is focused on theestablishment, evaluation, and  execution of strategic economic development programs, including:

  • Business Attraction and Retention
  • Commercial Redevelopment
  • International Business Relations
  • Small Business and Entrepreneurial Support

Duties/Responsibilities

  • Oversees fiscal, operational, administrative, and human resources management of the City’s economic development, commercial redevelopment, and small business programs
  • Represents the programs before City Council, Council Committees, and the general public
  • Serves as the principal point of contact with external and internal constituencies
  • Provides day-to-day professional guidance, leadership, and management to staff 
  • Directs the Charlotte-Mecklenburg Business Investment Program, in collaboration with Mecklenburg County, to attract new jobs and investment to Charlotte through targeted property tax incentives
  • Provides leadership and guidance to commercial redevelopment initiatives, through business corridor revitalization initiatives and transit oriented development projects
  • Administers the City’s Synthetic Tax Increment Grant Program, in collaboration with Mecklenburg County and other City departments, through the identification and evaluation of potential public/private partnerships
  • Determines the appropriate role for the City in real estate development financing, including the negotiation and development of Infrastructure Reimbursement Grant Agreements, and other forms of tax increment grant agreements
  • Oversees the City’s Office of International Relations, focusing on increasing foreign business investment in Charlotte
  • Partners with community organizations to implement the City’s High Growth Entrepreneurship Strategy
  • Maximizes opportunities for small, minority, and women-owned business enterprises through the Charlotte Business Inclusion Program
  • Implements the City’s Business Corridor Revitalization Program to attract private sector investment and expand the tax base in underperforming and distressed commercial business corridors
  • Manages theprofessional services contract with the Charlotte-Mecklenburg Housing Partnership for commercial redevelopment services within the City’s Business Corridor Revitalization Area
  • Oversees the City’s contract with Charlotte Works, the local workforce development agency
  • Provides oversight and direction to the Business Advisory Committee and the Charlotte International Cabinet
  • Fosters a climate of innovation and entrepreneurship to solidify Charlotte’s ecosystem for growing and retaining small businesses and high-growth start-ups

 

 

Professional Experience/Qualifications

  • Minimum of 7 years successful senior leadership roles in economic development, preferably in a municipal setting with 10 or more years’ experience preferred
  • Working knowledge of the site selection and business recruitment process
  • Experience developing public/private partnerships to facilitate major community development and redevelopment projects
  • Solid knowledge of economic practices and principles 
  • Working knowledge of business start-ups, entrepreneurship, and venture capital
  • Experience with tax-exempt and taxable bond transactions
  • Experience with implementation and management of budgets and financial analysis
  • Clear track record of establishing and maintaining strong working relationships among staff, elected officials, the general public, and the business community
  • Executive level experience in communications, strategic planning, risk management, administration, and intergovernmental relations  
  • Proven ability to think critically and strategically, with independent judgment and initiative

Education/Certification

The qualified Economic Development Manager candidate will have a minimum of a bachelor’s degree in economics, public administration, urban planning, design, or business administration. A graduate degree is preferred, but can be supplemented by graduate level coursework and previous related work experience.  A Certified Economic Developer (CEcD) or similar certification is also preferred.

Compensation

The starting salary and benefits are negotiable depending upon the experience and qualifications of the successful candidate. 

Neighborhood & Business Services

Comprised of a team of 150 people, The City of Charlotte's Neighborhood & Business Services (NBS) Department works to make Charlotte's neighborhoods and businesses healthy and vibrant with the objective of providing a focal point for improving Charlotte's neighborhoods, business environment, and the quality of life for all of its businesses and citizens.  The department fosters a spirit of entrepreneurism and autonomy through guiding principles that require each individual to own their work and think critically in an innovative and collaborative environment.  This approach to public service has resulted in NBS being an ideal workplace for those seeking professional growth and meaningful community impact.
