The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.  Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.  The program lasts for 2 years.   The duration of the Recent Graduates Pathways Program appointment will be considered a trial period.  Upon successful completion, Recent Graduates may be non-competitively converted to a permanent position (or, in some circumstances a Term appointment lasting 1-4 years).

DUTIES:

As a Recent Graduate Pathways Program participant, you will work within a team environment (Writer/Editor, Designer, Cartographer, Printing Specialists, and Park clients) to update current maps – in both printed and electronic formats – for park and visitor use within the NPS Unigrid Program.   You will develop new unigrid brochure maps that involve standardized map design, routine subject matter, and basic production procedures.   You will receive mentoring from senior cartographic staff by assisting them with the development of complex new maps, planimetric terrain art, and thematic maps depicting natural science, cultural, and historical phenomena.   The emphasis of the work involves graphical map production solutions leading to interpretive and highly informative map designs, and not solely technical GIS or CAD experience.


QUALIFICATIONS REQUIRED:

All qualifications must be met by the closing date of this announcement, Friday, October 24, 2014.

Basic Requirements:

  1. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

  1. Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

 

In addition to the basic requirement, you must have one year of specialized experience that equipped you with the following competencies (knowledge, skills, abilities and other characteristics). To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level. Examples of qualifying experience include : application of professional knowledge and skills in cartographic design and related graphical techniques for the production and design of custom thematic maps.  In addition to geo-referencing, the creation of custom thematic maps should incorporate artistic design techniques and aesthetics to portray a meaningful map for the intended audience.  Map samples will be required in determining best qualified category. Note: Your resume must support your responses to the occupational questions.

 

1.   Skill in map design.   This includes applying knowledge of cartographic concepts and principles, the ability to think spatially, and organizing information in a geographic framework.

2.   Skill in the use of graphical software, geospatial data sources and mapping reference materials used in the production of maps.

3.   Ability to work collaboratively and effectively within an organization.

Qualifications Evaluation – two step process including Map Samples

In addition to the Occupational/Assessment Questionnaire, to be rated in the best qualified category, those candidates initially found best qualified will be further evaluated based on map samples.   Map samples will be evaluated on graphical presentation and artistry as it relates to the purpose of the map.   Maps will be reviewed for generalization and detail, accuracy, artistic approach, visual hierarchy and legibility, and terrain.   Preferred map samples should include such things as terrain, vegetation, and land cover and presented in a 3D or oblique projection.   Maps must be easy to read, appropriately generalized, and contain clear visual hierarchies.   Two, but not more than five, map samples will be requested.  Map samples must be electronic, as a PDF or in a common raster format accessible in Adobe Photoshop.  Map samples larger than 3 MB should be available either online or through FTP server for downloading.

Substitution of Education for Experience:

For the GS-09, 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

If substituting education for experience, applicants must submit a copy of their college transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to an employment offer.
 
To be creditable, education above the high school level completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.

Combination of Experience and Education:

Equivalent combinations of education and experience can be combined to meet the minimum qualification requirements. The total percentage of each must equal at least 100 percent to qualify.

Requirements for conversion:

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.
