Transportation Systems Developer

Official Title:

Degree and area of specialization:
Required M.S. in engineering, computer science, geographic information, management information, or a related systems engineering discipline. Professional engineer licensure desired.

Minimum number of years and type of relevant work experience:
Minimum of 2 years of professional (non-school) experience desired. The candidate must have sufficient technical background, through a combination of education and work experience, to understand complex transportation engineering issues, geographic information systems (GIS), and data science. The successful candidate will have some background and familiarity with all or some of the following:
- Traffic engineering, traffic operations, intelligent transportation systems;
- GIS applications, cartography, map services, ArcGIS Server;
- Transportation systems management and operations (TSM&O);
- Transportation plannign for operations;
- Statistics, statistical software;
- Web applications, web development;
- Database applications, querying;
- XML and related interfaces, scripting.

Candidates must have excellent oral and written communication skills, be able to work in a collaborative environment, and do so with minimal supervision. Evidence, examples, or demonstration of these skills is required. Duties and responsibilities will increase with experience.
Principal duties:
The Wisconsin Traffic Operations and Safety Laboratory (TOPS Lab), part of the Department of Civil and Environmental Engineering at the University of Wisconsin-Madison, is a comprehensive state-of-the-art program spanning many elements of transportation research and development. The TOPS Lab is the focal point for traffic operations and safety research at UW-Madison, providing a forum for classroom teaching and experimentation with the latest transportation technologies and systems. With over 40 research projects active at any time, the TOPS Lab also provides research and engineering services to the Wisconsin Department of Transportation (WisDOT) and other local, state, coalition, and federal organizations.

The TOPS Lab works closely with the WisDOT Bureau of Traffic Operations and associated multistate transportation operations programs on a variety of initiatives related to transportation technologies, data collection, systems engineering, performance measures, spatial information and asset management, and traveler information.

The TOPS Lab is seeking a qualified individual to fill the position of Transportation Systems Engineer. This position is an excellent opportunity for technical growth and project management responsibilities, while researching and developing state-of-the-art tools to improve transportation systems operations throughout the region. The position is part of the TOPS Lab ITS Program, and reports to the TOPS Lab ITS Program Manager.

Work activities:
- In coordination with TOPS researchers and WisDOT staff, manage various aspects of the TOPS TSM&O and ITS activities, which covers a wide breadth of transportation technologies research, development, and support services;
- Support the maintenance and use (e.g., via API) of spatial information on ITS, relying on software including but not limited to Oracle Spatial and ArcGIS;
- Manage the planning for operations activities , including tracking, updates, and spatial data integration, and those relationships to both existing ITS spatial inventory and the statewide ITS architecture;
- Work with TOPS senior staff on ITS evaluations related to hardware, software, deployments, economics, and benefit-cost research and analysis of transportation technologies;
- Work with TOPS senior staff on performance management tasks involving large sets of traffic operations data from detectors of all types and private party vehicle probe data;
- Provide ongoing support for Wisconsin 511 traveler information system, in coordination with WisDOT staff;
- Support the 511 Projects website and CMS that was developed and is hosted and maintained by the TOPS Lab, and includes real time data feeds and both automated and custom online mapping components;
- Assist TOPS staff in developing freeway operations tools associated with GIS and the WisTransPortal transportation data hub;
- Work with multistate coalitions on work zone coordination activity, high impact work zone mapping applications, portable Bluetooth detector field placement and data use, corridor performance management, online mapping resources, multi-agency operational coordination for major incidents or weather events, coalition administrative support, and related efforts.
A mission of the TOPS Lab is advancing knowledge through scientific research, and as part of this role, the successful candidate will contribute to academic publication and presentations related to this mission and the position.
This position is located at the UW-Madison College of Engineering. Some travel within Wisconsin, e.g., to the WisDOT Statewide Traffic Operations Center in Milwaukee, and to national meetings will be required. Travel expenses will be reimbursed according to UW policies and procedures.
