Transportation Program Planner III

Duties:

The Transportation Program Planner III position in the Long-Range Planning Group of the MassDOT Office of Transportation Planning requires an ability to work effectively in a fast-paced, intense office environment.

The position also requires the ability to work on several long-term planning projects simultaneously, meet short-term deadlines, and interact professionally with other MassDOT personnel, staff at other public agencies, project stakeholders, and the general public.

The successful candidate should understand the importance of public involvement in transportation planning initiatives; be skilled at managing public involvement activities; and be able to speak and present effectively in public, to project stakeholders, and to the media.

The ideal candidate should have experience managing projects and/or consultant teams, as well as being an effective team player when in a supporting role.

The ability to think critically and the possession of a strong passion for transportation and the planning field are important attributes for the successful candidate.

The primary responsibilities of this position will include:

• Management of the planning, civic engagement, conceptual design, and early stage environmental review process for high priority public transportation and highway projects

• Management of long-range statewide strategic and modal plans, including elements of the Program for Mass Transportation and its associated modal plans and updates to weMove Massachusetts.

• This position will also include work with other Office of Transportation Planning staff on a wide variety of transportation planning initiatives and policy efforts, including work related to all-electronic tolling, bus rapid transit, and project prioritization and selection.

• Other related duties, including involvement in high priority and time sensitive projects for the Secretary of Transportation and MassDOT division administrators will also be assigned as required.

• A successful candidate for this position will be flexible and open to new challenges.

Qualifications:

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or technical experience in urban planning, regional planning, land use planning or transportation planning, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

Preferred Qualifications:

PREFERRED QUALIFICATIONS:

Candidates should have a Bachelor's degree in urban planning, transportation planning, public administration, public policy, economics, social sciences or a related field.

A Graduate degree in similar or related fields is strongly preferred.

A strong working knowledge of transportation planning is desired, including an understanding of technical, policy, legal, and jurisdictional issues.

Experience working in the transportation, urban/regional planning, or public policy fields in the Commonwealth of Massachusetts is preferred.

Excellent communication skills – oral and written – are strongly preferred.

Professionalism in handling confidential and sensitive information is required, as is the ability to work collaboratively in a large agency committed to transparency and full engagement of a broad set of internal and external customers.
