GIS Manager - Maps and Records

The Physical Facilities GIS Manager is responsible for the Geographic Information System program to include oversight, development and maintenance of graphic and non-graphic spatial applications that support the Purdue System and include, but are not limited to, utilities, buildings, surface features, topography, hydrology, and property. Provide database management, including database design, reports, analysis, and quality assurance. Identify, evaluate, and develop conceptual and functional GIS design including hardware, software, data, and process design. Oversee and review programs and software design to ensure efficient and effective procedures in addition to design functionality. Develop and implement plans and business practices for GIS and CAD activities. Oversee and monitor completion of assignments and activities of GIS Analysts and CAD Coordinator. Resolve customer concerns. Act as consultant or project manager for GIS services by listening to client's needs and providing options or solutions. Create reports for infrastructure inventory for all Purdue campuses through various resources, following Indiana State standards. Act as project manager for outsourcing aerial photography or other GIS/CAD related services for Purdue, including the development of Request for Proposals (RFP), coordinate the development of specifications between the Sr. Engineers, Physical Facilities Administration, relevant external agencies and review deliverables.

Qualifications

 Required:

  • Bachelor's degree in civil engineering, geography, geomatics, land surveying, technical graphics, computer science, or related areas.
  • An equivalent combination of education and required work experience will be considered.
  • Four years of recent relevant experience in Geographic Information Systems (GIS), Building Information Systems (BIS) or Facilities Management (FM).
  • Related experience in an architectural/engineering or urban planning environment, including knowledge of automated mapping, spatial information processing methods and techniques, database design and structure.
  • Project management and Supervisory experience.
  • Knowledge of application analysis and design.
  • Knowledge and ability to plan, implement, and maintain GIS and CAD software, and relational databases (ORACLE, SQL, Access), GIS internet software and MS Windows operating systems.
  • Ability to add, manipulate, and analyze complex spatial data.
  • Must be capable of providing vision and direction to staff to meet customer requests and goals of the organization.
  • Must be able to analyze customer needs, develop creative solutions to problems; often without precedent, and to consult with other professional staff and outside agencies.
  • Must have strong leadership capability and commitment to the university's mission of discovery, learning, and engagement.
  • Must be able to exercise independent judgment and creativity necessary to balance multiple clients and priorities.
  • Strong organizational, verbal, and written communication, interpersonal and leadership skills.
  • Ability to adopt a learning orientation towards quickly obtaining and maintaining proficiency in relevant existing and emerging technologies.
  • Must be able to work both individually and as part of a team.
  • Ability to influence and build work relationships among a diverse workforce at all levels.
  • Ability to maintain confidentiality and use tact and discretion while working with sensitive information.
  • Valid driver's license.

Preferred:

  • MicroStation, AutoCAD, and ArcGIS knowledge.
