CPG - Manager, Technical Data & Design - GIS/Work Management

Management is filling the Manager, Technical Data and Design position at the Charleston, WV office location. 

 

 
Responsibilities
 

PRINCIPAL OBJECTIVE:

The Manager, Technical Data & Design is responsible for a team of technical specialists with expertise in the areas of Geographic Information Systems (GIS), Work Management (Maximo) systems, engineering design, cartography, spatial analysis, database design, application development, and field data collection.  The Manager develops and implements strategies and solutions for supporting the CPG engineering and operations workforce, and provides solutions and services to support key initiatives in Integrity Management and System Reliability.

 ESSENTIAL FUNCTIONS:

  • Development of strategic plans for the implementation of new technology for supporting pipeline operations and engineering functions.
  • Developing and managing projects to implement and upgrade technology solutions to support operations and engineering functions including engineering design, risk analysis, class studies, high consequence area analysis, field data collection, project documentation, mapping, etc.
  • Oversight of project as-builts and completion reporting for pipeline and facility additions and modifications.
  • Participation as member of the Integrity and Reliability Steering Teams, with responsibility for solutions supporting Integrity and Reliability programs.
  • Responsible for the integration of work management and GIS technologies, to deliver enhanced capabilities and seamless user experience.
  • Responsible for improving the use and function of Maximo and GIS applications to improve workforce efficiency and user satisfaction.
  • Oversight of design and data management contractors, including third party engineering design firms and Alliance partners.
  • Implementation of GIS technologies, including pipeline mapping tools, field data collection tools, and data integration technologies.
  • Implementation of asset management technologies, including preventive maintenance, failure reporting and work management solutions.
  • Expertise in ESRI geospatial technologies, including the Arc GIS Pipeline Data Model.
  • Expertise in IBM's Maximo system, including the work management, preventive maintenance and event reporting modules.
  • Provide vision and positive leadership for team members.
  • Provide coaching and formal performance management and development for team members.
  • Present strategies and plans to senior management for review and approval
  • Represent CPG on industry committees and at forums related to GIS and asset management technologies.
  • Oversee PHMSA compliance and interface with PHMSA for pipeline drawings, data management, records, field data collection and work management functions required by 49 CFR Part 192.

 

 

 
Selection Criteria
 
  • Degree in business or technical discipline preferred.
  • Strong team development and leadership skills with change management experience; accepts change and understands change principles.
  • Excellent written, verbal, presentation and electronic communication skills; ability to communicate with all levels of the organization effectively, often times communicating changes, complex issues and new ideas.
  • Ability to work well with all levels of Company and contract personnel and to facilitate team activities:  Strong skills in the areas of team facilitation, collaboration, negotiation, process mapping, problem solving, stakeholder management and project management.
  • Must be able to read and understand civil, electrical, and mechanical drawings and schematics.
  • Requires the ability to read and understand technical documents including legal contracts and information on new management concepts and new technology.
  • Working knowledge of applicable codes, procedures, policies, and regulations.
  • Broad knowledge base of IT industry disciplines and approaches
  • Ability to solve problems using sound judgment.
  • Ability to work in a fast-paced atmosphere; moderate to high levels of stress should be expected.
  • Understands and expresses complex and sensitive concepts clearly, correctly and in a well organized form.
  • Has the ability to produce multiple, alternative approaches or solutions to opportunities or problems. 
  • Takes aggressive ownership of responsibilities.

Additional Information:  75% indoors, 25% outdoors.  Typical office environment. Travel should be expected, hazards associated with traveling and visiting construction sites.  Sitting 80%, standing/walking 20%.  Overtime should be expected to meet deadlines.  Overnight travel should be expected, sometimes on short notice.
