Water Resources Specialist

The Water Resources Specialist is responsible for the administration, compliance, and enforcement of the Virginia Stormwater Management Program (VSMP) Permits. Responsibilities include:
– Developing, maintaining, administering, evaluating and enforcing the Virginia Tech Municipal Separate Storm Sewer Systems (MS4) Program.
- Assisting with the administration and enforcement the Virginia Stormwater Management Program (VSMP), the Stormwater Management Act (VSMA), and the Virginia Erosion and Sediment Control (VESC) law and regulations.
- Performing and overseeing investigations, inspections, and audits on facilities, projects, or incidents to determine compliance with local, state, and federal laws, regulations, rules, and codes as related to VSMA, VSMP, VESC, and other applicable codes and regulations.
- Ensuring compliance with the VSMA and VSMP. Assisting with the development, calibration, and maintenance of hydrologic and hydraulic models associated with the university.
- Performing and reviewing engineering analyses associated with stormwater, sanitary sewer and domestic water systems associated with university projects and planning efforts.
- Assisting with the development, management, and review of Environmental Impact Reports (EIRs) as assigned.
Required Qualifications:

- Bachelor’s degree in civil engineering or related field or equivalent combination of education and experience
- Experience developing site and erosion and sediment control (ESC) plans; inspecting outfalls and Best Management Practices (BMPs); performing water quality sampling and analysis; performing Stormwater Pollution Prevention Plan (SWPPP) inspections; and surveying
- Knowledge of and experience working with the Virginia Stormwater Management Program (VSMP), and civil engineering principles
- Proficiency with current office computer software including word processing, and spreadsheets
- Ability to communicate effectively and work in a team environment
– Ability to apply knowledge of laws, regulations, policies, and procedures to programs; handle multiple priorities; and analyze problems and develop effective solutions
- Ability to work in tight spaces (manholes, vaults, trenches, pipes. etc.); traverse steep, uneven and soft terrain, creeks/streams, and construction sites; climb and work off of ladders and manhole “steps”; and work outside in various weather conditions
- Ability to safely move and handle manhole and vault lids up to 50 lbs.

Licensure, Certification required for entry into position:
Must have or be able to obtain the following within one year of hire date: Floodplain Manager certification, Confined Space certification, and Engineering-in-training designation. Must have or be able to obtain the following within 6 months of hire date: Virginia Department of Conservation and Recreation, Combined Administrator certification for ESC (Erosion & Sediment Control) and SWM (Stormwater Management).
Preferred Qualifications:

- Experience modifying and evaluating a Commonwealth of Virginia MS4 Program for municipalities or universities
- Knowledge of and experience working with VSMP Permits for Construction Activities; CAD and GIS; the Virginia Tech MS4 Program; and the Virginia Tech Annual Standards and Specifications for ESC and SWM
- Experience working with and/or leading student workers in a professional/technical environment.
