GIS Analyst I

Performs computer systems analysis, database design, application integration, development, and maintenance on Geographic Information Systems (GIS)-related software and hardware, specifically within the area of Asset Management through specialized software platform(s). Works within the guidelines of Information Technology standard operating procedures, technical manuals, user specifications, and federal, state, city, and departmental policies and procedures. Reports to the Deputy Director – Business Application Services or other designated person and works with co-workers, vendors, computer service personnel, employees, and government agencies to develop and support information systems.
 PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • Integrates data, transforms business processes into database design, and provides reporting for applications utilizing Augusta’s Enterprise Geodatabase.
  • Maintains and performs syncing of multiple relational databases and corresponding ArcGIS Server Services for applications utilizing web services.
  • Installs, maintains, upgrades, and integrates GIS applications, trains users, and performs follow-up assessments.
  • Oversees day-to-day operations including management and design of databases, schedules, and technical support for departments that use GPS technology.
  • Designs, develops, implements and supports software systems for approved GIS, GPS, and aerial/digital orthophotography projects.
  • Evaluates needs of city departments, prepares analytical reports, and makes recommendations for implementation of GIS.
  • Researches, evaluates, and introduces new GIS and application technology to management.
  • Develops and supports documentation and procedural manuals.
  • Evaluates and reports project status to management.
  • Provides and maintains application security.
 REQUIREMENTS:
EDUCATION: AA/AS in GIS, MIS, Computer Science, Geography, Business Administration, or a related occupational field of study.

EXPERIENCE: Three (3) years in a GIS/GPS position or related experience in a position involving geodatabase, database design, or related experience.

Knowledge of:
  • GIS technology, asset management collection, and system integration and methodology.
  • General Technology principles, concepts, techniques, and fundamentals of information processing including local area networks, network software, relational databases, and technical concepts.
  • Local, state, and federal legal requirements and city and departmental policies and procedures.
  • Orthophotography, aerial photography, ground control, digital elevation models, and other remote sensing concepts.
  • Database design, report generation tools including Crystal Reports, application systems, interpersonal relations, general business principles, and adaptability to change in a dynamic GIS environment.
  • Troubleshooting, problem solving, training, organization, and operation of GIS, web services, and GIS Centric applications.
  • ESRI software and databases such as SQL and SDE.
CERTIFICATION:
Geographic Information Systems Professional (GISP) Preferred.
