Planning Director

Beginning Rate:  $58,801.60 yr (Range 27)


GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs complex professional and difficult administrative work directing and coordinating all planning programs and activities; does related work as required.  Work is performed under general supervision of the Assistant City Manager.
 
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
 
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Planning, directing, coordinating, and supervising planning programs, services, staff and functions; directing staff and technical resource support to the Planning Commission and other boards and commissions as assigned.
Plans, organizes, and directs all planning activities;
Prepares and present additions and revisions to zoning ordinances for consideration by Planning Commission and City Council;
Participates in meetings and public hearings to explain recommendations and planning proposals, answer questions, and address concerns and problems;
Supervises the review of developer and property owner plans to ensure compliance with zoning ordinances and building codes;
Supervises, directs, and evaluates assigned staff; handles employee concerns and problems, assigns tasks, counsels and recommends disciplinary and other personnel actions, and prepares non-routine work programs;
Directs staff in the preparation of charts, maps, graphs, and other illustrative materials for presentation to elected officials, boards and commissions, and citizens;
Analyzes statistical and narrative data pertaining to municipal planning issues and prepares reports or proposes ordinances to resolve issues;
Coordinates planning activities with affected federal, state, county, regional, and private sector agencies;
Coordinates local and regional transportation planning activities for the City; serves as staff to City Manager who is TCC representative and may serve in his absence or at his direction;
Oversees the preparation of public notices, mailings, research and report preparation;
Serves as City Floodplain and City Storm Water Administrator;
Chairs the Subdivision Review Board;
Prepares department budget and monitors expenditures;
Maintains reasonable and predictable attendance;
Performs related tasks as required.
 
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of the principles and practices of urban planning and sociology as they apply to planning; general knowledge of soil erosion and sedimentation laws applicable in the State of North Carolina; general knowledge of the principles and practices of civil and environmental engineering as they relate to municipal planning; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, government officials, other agencies and the general public.
 
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning and some experience in professional planning. 
 
SPECIAL REQUIREMENTS:
AICP membership preferred.
