Senior Planner

The City of Irvine seeks a professional and seasoned individual to perform complex professional planning tasks for assigned projects with minimal supervision and provide competent advice to City policy makers, management and the general public regarding planning matters. The Senior Planner will lead, advise, and train subordinate staff or consultants. The position will require a high degree of planning knowledge and experience, the ability to work well independently and on project teams, and the ability to identify potential problems and recommend viable options and solutions. Areas of activity may include case processing, project entitlement, park planning, general planning, transportation, housing, economic development, or other related areas.

The candidate will be expected to provide the highest level of expertise to complex and politically sensitive planning projects. The selected candidate should be able to establish and maintain effective working relationships, have the ability to recommend creative solutions and innovative ideas and work well with internal and external customers. Finally, this person will be professional, resourceful and will demonstrate the values of the Department and City.

Essential Duties and Responsibilities:
The following duties are normal for this classification. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Assists in development and implementation of planning goals, policies and priorities and functions as project manager.
Reviews and coordinates assigned special land use planning, zoning, transportation or environmental studies. Directs, coordinates, reviews and participates with professional and technical staff collecting data, analysis, plan formulation and implementation. Coordinates staff work for the Planning Commission, City Council and various citizen committees.
Reviews plans and tours sites. Recommends issuance of permits and determines need and level of review.
Evaluates plans for compliance with regional plans for transportation, land use, waste disposal, etc.
Prepares and analyzes reports, studies, findings, letters and memos. Prepares staff reports, public notices and work programs.
Represents Department at public meetings. Presents planning, zoning, development, transportation, and environmental matters to the City Council, Planning Commission, Community Services Commission, Subdivision Committee and citizen committees as directed.
Coordinates activities with other City departments with outside agencies. Represents planning efforts with other City, County, State and Federal planning staff.
Participates in fiscal and economic planning development.
Compiles a variety of datum such as fiscal and economic data, transportation circulation, development data, environmental data, housing data, population etc.
Consults with developers regarding applications, regulations, processes, standards and directives. Develops and manages contract(s) for services.
Drafts zoning code, development guidelines and General Plan amendments.
Assists in budget preparation.
Maintains knowledge of advanced planning principles trends and practices; current developments, literature and information sources; research methods; and laws and ordinances regarding plans, development review, transportation, zoning, land division and environmental review.

Minimum Training and Experience Required to Perform Essential Job Functions:
Bachelor's degree in Urban Planning, Transportation Planning or Engineering, Geography, Architecture, Economics, Public Administration or related field with five years professional planning experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. May require a valid California driver's license.

Candidates who possess a Master's degree in planning, AICP certification and/or experience working in a government agency will be considered favorably.

THE DEPARTMENT

Community Development

The goal of the Community Development Department is to ensure that community values are reflected in the physical environment. The department focuses on planning and implementing standards that maintain the City's high quality of life as the City continues to develop and mature. The City encourages a balance of inviting and safe residential communities, vibrant commercial centers, and varied manufacturing and employment opportunities. The Department consists of three divisions:

Planning and Development Services
The Planning and Development Services Division is responsible for providing support to the community by interpreting and implementing the General Plan and Zoning Ordinance as adopted by the City Council. This consists of processing applications for land development including environmental assessment, landscaping review and sign requests. It is also responsible for annexations, advance planning, inter-agency and regional planning, and Transportation Development Review.

Housing
The Housing Division is responsible for implementing the City’s Housing Strategy and Implementation Plan including the Inclusionary Housing Ordinance. The Division also administers the Community Development Block Grant (CDBG) and HOME Program.

Building and Safety
The Building and Safety Division administers and enforces all building codes and ordinances adopted by the City. This includes field inspections, plan checking and permit issuance for new construction. The Building and Safety division also includes the City's Code Enforcement, Geographic Information System (GIS) mapping programs, and the Water Quality/NPDES program. The Department operates a Permit Processing Center designed to expedite the permit approval process while ensuring a high degree of review of incoming projects.
