Senior Planner / Planner II

Performs difficult professional planning work participating in a variety of assignments in the planning department.

Work is performed under the general supervision of a Planning Manager. Specific duties and requirements are determined by the area of assignment.

Anticipated starting hiring range:
     Planner II: $48,214 - $57,636, depending on qualifications
     Senior Planner: $53,164 - $68,000, depending on qualifications
 Typical Tasks:

Reviews development plans for consistency with policies and ordinances; acts as case manager; coordinates comments, oversees approval and processing of final documents; makes presentations to Town Council regarding development plans; prepares associated staff reports and presentations;

Reviews and makes determinations regarding the completeness of plats submitted for recording;

Reviews rezoning requests for consistency with policies and ordinances;  acts as case manager for rezoning cases; coordinates with development review committee members on recommendations; makes presentations to Town Council and Planning & Zoning Board regarding rezoning requests; prepares associated staff reports and presentations; reviews and approves final documents;

Reviews building permits to ensure compliance with applicable zoning regulations; 

Reviews special use requests; presents requests to Town Council and prepares associated staff reports and presentations;

Researches and develops amendments to the Land Development Ordinance; coordinates and prepares staff reports; maintains list of potential amendments to the LDO;

Reviews and approves applications for permanent signs; Assists callers and visitors with questions related to sign regulations; assists business owners and contractors in understanding the sign ordinance; works with applicants to design signs that comply with the LDO;

Prepares zoning verification letters;

Prepares agendas and reports for Planning & Zoning Board, Town Council and other groups as deemed necessary on development plan issues and rezonings; serves as
staff to boards and committees;

Provides assistance to the public, staff and developers on matters pertaining to
development, zoning regulations and annexations;

Provides staff support to the Zoning Board of Adjustment; prepares staff reports, attends meetings, makes presentations regarding requests for variances;

Serves as a resource for and assists with training of zoning compliance staff;

Maintains historical record of Town actions involving development activity;

Provides staff support to the Planning and Zoning Board, Town Council, and other groups as necessary; including technical studies, reports, data and analyses;


Coordinates or oversees the work of consultants on special projects;

Researches and develops ordinances and amendments to implement policies and directives;


Researches, processes, and implements town-initiated re-zonings and reclassifications of land;

Researches information relating to zoning, the comprehensive plan, and prior development approvals applicable to the specific request;


Researches, develops and recommends changes in Town policies concerning development;

Assists in the development of special studies, small area plans, comprehensive plan amendments, or other special projects;

Performs other job-related tasks as required.

 Knowledge, Skills and Abilities:
Thorough knowledge of the philosophies, principles, practices and techniques of land use planning, planning research, zoning, transportation and annexations; thorough knowledge of municipal planning, landscape architecture principles and practice, and urban design; thorough knowledge of the Land Development Ordinance and its applications; thorough knowledge of annexation laws; thorough knowledge of site design, bicycle and pedestrian planning; thorough knowledge of transit operations and planning; thorough knowledge of growth management methods and practices; thorough knowledge of statistical methods and their application; thorough knowledge of the sources of data and information; thorough knowledge of principles and practice of community facilitation and conflict resolution; thorough knowledge of the use of personal computers; thorough knowledge of the use of personal computer software; ability to read and interpret ordinances, statutes, plans, maps, blueprints, etc.; ability to plan, organize, supervise and carry out complex research projects effectively and simultaneously; ability to present the results of research effectively in oral, written, and graphic form; ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies, and members of the general public.
 Minimum and Preferred Qualifications:
Planner II requires any combination of education and experience equivalent to graduation from an accredited college or university with a degree in urban planning, landscape architecture, or related field; and a minimum of two years experience in professional planning and/or economic analysis work.

Senior Planner requires any combination of education and experience equivalent to graduation from an accredited college or university with a degree in urban planning, landscape architecture, or related field; a masters degree in urban planning or regional planning; a minimum of two years experience in professional planning and/or economic analysis work and AICP certification.

Preference will be given to candidates with a minimum of two years experience reviewing rezoning requests and site/subdivision plans for compliance with regulations and ordinances, experience preparing written staff reports and making presentations to public officials regarding development plans and/or rezonings and certification from AICP.

Also requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment. Requires valid driver's license with a good driving record.
