Transit Planner

The City of Santa Rosa is accepting applications for Transit Planner. Transit Planners perform the full range of professional transportation planning work with transit and para-transit services, involving the application of professional knowledge to various municipal and regional transit and transportation planning problems. The Transit Planner performs a full array of the transit planner functions of a fixed route and para-transit service provider.
 Examples of Duties and Responsibilities:
Essential Duties:
The following duties are considered essential for this job classification:
  • Plan, organize, and conduct transit planning activities of the Transit Division;
  • perform service planning for the fixed route and para-transit services that may include preparation of all or parts of the annual update of the Short-Range Transit Plan, including financial and capital programs;
  • serve as a key member of the comprehensive operational analysis project;
  • coordinate the development of GIS maps for analytical and public information uses;
  • prepare sophisticated spreadsheet models for use in analyzing and reporting on Transit user and financial data;
  • perform difficult and complex assignments for the Transit Division;
  • provide oversight for transit-related Americans with Disabilities Act issues, including administration of the para-transit service contract;
  • provide bicycle planning and staff support to the Bicycle and Pedestrian Advisory Committee;
  • prepare recommendations related to transit and Transportation Demand Management (TDM) planning matters;
  • represent the City and the Transit Division at various regional and county-wide staff technical committees;
  • present staff reports and recommendations at public meetings;
  • prepare and administer transit-related development plan guidelines for use by the public and other City departments;
  • work with other City departments to address City-wide transportation issues;
  • review Community Development referrals for transit, bicycle, and pedestrian considerations and make recommendations;
  • develop, program, supervise and assist in the collection, compilation, assembly and interpretation of economic, financial, and social utilization data used in transit planning, service analy­sis, and marketing programs;
  • prepare state and federal grant applications.
Additional Duties:
In addition to the duties listed in the Essential Duties Section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.
  • Develop and upgrade transit and TDM-related components of the General Plan;
  • assist in preparing and reviewing the division budget, including revenue projec­tions;
  • and perform related duties as assigned.
 
 Required Qualifications:
Knowledge of: Principles and practices of transit and transportation planning, including system monitoring and evaluation, organization and budget; pertinent federal and state laws and regulations; recent developments, current literature, and sources of information regarding transit planning; data collec­tion, spread sheet modeling and developing and using GIS maps; research methods; transit data reporting requirements to local, state and federal agencies; Federal Transit Administration planning requirements; grant writing and management; and transit finance.
 
Ability to:  Collect, complete, and analyze technical statistical, transit demand, and transit utilization data; research and prepare plans and technical papers; establish and maintain effective working relationships with those encountered in the course of work; work in a collaborative, team environment managing one or more projects and/or share responsibility for projects with another team member; or supporting others responsible for managing a project; ability to manage and/or support multiple projects which may overlap; communicate clearly and concisely, orally and in writing; comprehend and make inferences from written material; prepare and analyze planning studies and communicate findings of these studies in an understandable manner; apply transit planning techniques to specific problems and make well reasoned recom­mendations; speak effectively in front of groups; read and interpret graphic instructions such as blueprints, schedules and layouts; generate maps and schedules using computer graphics.
 
Experience and Education:  Any combination equivalent to education and experience that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be: Experience - Sufficient increasingly responsible experience as a professional planner in a transit operation to demonstrate possession of the knowledge and abilities listed above.  Education - A Bachelor's Degree from an accredited college or university with major coursework in transit, transportation planning, business or public administration, or related field. A Master's Degree in a related field is desirable.

License: This classification requires the ability to perform work at various locations. Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California driver's license, or be able to demonstrate the ability to travel on scheduled or unscheduled visits to various City facilities or work locations which may or may not be reachable by public transportation.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

The work of this classification is primarily performed indoors in an office setting and outside the office at public meetings or in the field. Field work involves data collection and observation of transit projects and operations.Incumbents communicate orally with others at a front counter, over the telephone, and in group settings. When writing reports or memos, sending e-mail or preparing graphics, incumbents enter data into a terminal or personal computer using a keyboard. Office work requires sitting at a desk for extended periods of time with the ability to move about at will. Incumbents draw charts, graphs, and/or maps when preparing transit planning related documents or graphics for meetings.

Selection Process: Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials, including a supplemental questionnaire, will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies as long as the list remains active.
