GIS Analyst

General Description and Classification Standards

The purpose of this job is to provide a variety of GIS and System administrative support tasks related to creating and maintaining City of Atlanta Department of Planning and Community Development (DPCD) GIS enterprise. Designs, develops, modifies, debugs and evaluates programs for GIS systems. This is the Senior level for this job family. This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities  These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Direct and supervise activities in support of the automation of data collection, conversion, troubleshooting, and maintenance of our Spatial Database Engine (SDE) environment.
  • Carries out GIS system design, modification or updates for complex and extensive GIS environments. Assignments and areas of responsibility may be complex and diverse. 
  • Commonly leads a project team in planning and executing GIS system design and implementation. 
  • Recommends changes in development, maintenance, and system standards. 
  • Develop and executing data conversion and creation of procedures that support migrations between systems and databases
  • Web publishing of map/image services to ArcGIS server; python scripting; geospatial data management system architecture/design.
  • Develop and implement data models, database designs, and table maintenance scripts; managing geodatabase replication
  • Assist in the configuration and migration of Accela GIS land management
  • Perform advanced geospatial data analysis queries from a variety of data sources
  • Implement methodologies for automation and process improvement
  • Working closely with business units on developing and applying suitable GIS solutions to aid strategic decisions
  • Work closely with GIS Manager to develop and improve business processes
  • Create and document workflow
  • Assist in migration to ArcGIS Online
  • Performs quality control on attribute information.
  • Support digitizing and data manipulation procedures for geographic information systems.
  • Staff training
  • Ability to work independently and use good judgment in routine and non-routine situations
  • Prepare monthly report for GIS staff.
  • Provides staff assistance to neighborhood planning units and other community relation activities as requested by the Director.

 

Decision Making

Selects from multiple procedures and methods to accomplish tasks.  Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Routinely provides work group leadership, guidance, and/or training to less experienced staff. Acts as team lead on large projects.

 

Knowledge, Skills & Abilities This is a partial listing of necessary knowledges, skills, and abilities required to perform the job successfully.  It is not an exhaustive list.

Extensive knowledge of GIS concepts, processes and tools that includes ESRI’s ArcGIS Server, Desktop suite, and ArcGIS Online; Background in Accela GIS, PHP, Python, SQL; knowledge of database systems that include Oracle and Microsoft Access; understand of data modeling and general knowledge of parcel maintenance and land based data.

 

Minimum Qualifications – Education and Experience

Bachelor’s degree in GIS, geography, computer science or engineering (equivalent professional experience may be considered for substitution for the required degree on an exception basis).

5 years of specific GIS work experience .
