Research Data Manager

General Description:     Performance Monitoring and Accountability 2020 (PMA2020) is a five-year project funded by the Bill and Melinda Gates Foundation that is designed to facilitate annual progress reporting in support of the goals and principles of FP2020. The project will support low-cost, rapid-turnaround household and facility surveys to routinely update national indicators on family planning and water and sanitation in 10 countries in Asia and Africa. Year 1 Countries: Ghana, Ethiopia, Uganda, Kenya, and DR Congo Year 2 Countries: Burkina Faso, Nigeria, India (UP and Bihar), Indonesia, and Niger The project is implemented by in-country university and research organizations, deploying a cadre of female resident enumerators trained in mobile-assisted data collection. PMA2020 establishes a sentinel data collection platform that transforms the way health survey data is collected -- a platform that may be utilized for monitoring a range of health program areas in future modules. PMA2020 is seeking a full-time Research Data Manager to support data management and analysis activities across all project countries and in Baltimore, with a particular focus on Francophone countries. The Research Data Manager will work with the lead Research Associate and the Project Director to assist in the oversight of an international data management team and will be the primary data management support for PMA2020 Francophone partners, including conducting international trainings on data management and analysis with project partners and affiliates. Other responsibilities include: updating and improving analytic and summary files, monitoring quality and rapidity of data collection, developing and updating analysis protocols, and working on analyses with project partners and affiliates. The Data Manager will also assist with the generation of reports and data briefs and assist with analysis of data for auxiliary publications. The Data Manager will report to PMA2020’s lead Research Associate and will also assist with any additional data management, analysis, or technical support needs that arise throughout the five year project. This position will include support to Francophone Africa in its portfolio and therefore program experience within the region, as well as strong French language skills is highly desirable.
Qualifications:     Bachelor's degree in related discipline. Three years related experience. Ability to self-manage tasks and timelines while working in a team environment. Ability to manage multiple activities, deadlines, and priorities simultaneously. Ability to execute assignments with a short turnaround time. Advanced Stata skills, primarily for data management required. Additional statistical software package experience. Fluency or proficiency in French required. Willing to travel internationally up to 30% of time. Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education required for the respective job.

Preferred Qualifications:     Masters in Public Health or related degree. Experience with conducting trainings or teaching experience. Experience in speaking and writing technical/scientific in, French. Proficiency with Arc-GIS or related program.
