GIS Database and Applications Specialist

This position is responsible for providing technical support for the VDGIF’s Geographic Information Systems (GIS) program and in particular to the Bureau of Wildlife Resources. Its primary role provides geospatial support to the Agency, including support of an enterprise GIS system and databases; maintenance of GIS specific server software and applications; completing appropriate spatial analysis; creation, maintenance, and documentation of complex geospatial databases; customization of GIS software applications and systems based on user requirements; customization of procedures and datasets utilizing python and modeling; and technical support of agency geospatial applications and software.

This position is also responsible for acquiring, managing, analyzing, and disseminating geospatial data about important aquatic and terrestrial wildlife resources. This includes non-game and game species and their habitats as well as wildlife disease issues. This position works closely with and supports terrestrial and aquatic biologists to update, analyze and publish data for Threatened and Endangered Species Waters, Bald Eagle Concentration areas, public huntable lands, habitats for species of concern, surveillance data for Chronic Wasting disease and the Virginia Fish and Wildlife Information System (VAWFIS). The position also plays an important role in providing technical assistance to Agency staff on GIS and GPS issues. This position manages mobile data entry applications for terrestrial and aquatic biologists, supports the Wildlife Action Plan coordinator and serves on several Bureau Science Teams.

Required Qualifications:     

Master degree in computer science, natural or applied science, natural resources, geography, or a related field with appropriate and adequate professional experience. Bachelor degree with relevant work experience may be considered.

•Demonstrated knowledge of and ability to maintain Enterprise GIS databases and applications, preferably ArcGIS Server and SQL Server/SDE.

•Demonstrated ability to customize and automate GIS workflows and database applications using various programming languages, including but not limited to, Python, JavaScript, .Net, HTML & CSS.

•Must have considerable working knowledge of and demonstrated skills leveraging various ESRI platforms and extensions; spatial analyst and or network analyst.

•Ability to communicate effectively, both verbally and in writing, with individuals and groups.
Preferred Qualifications:     

•Extensive knowledge of desktop/laptop computers and servers using the Windows operating system and MS Office, preferably with experience using IIS.

•Working knowledge of Trimble GPS units and post processing methods.

•Considerable knowledge of natural resource management theory and practices, data collection and analysis, habitat management and evaluation principles and practices, and technical report preparation and publication skills.

•Must analyze, interpret, and explain complex technical issues regarding wildlife and habitats, and to communicate effectively, verbally and in writing, with individuals and groups; excellent interpersonal skills.

•Demonstrated ability to handle multiple assignments at one time and to work with minimal supervision.
