Historic Preservation and Planning Specialist

SUMMARY
Responsible for providing technical assistance to citizens, property owners, businesses and tenants interested in rehabilitating and preserving historic buildings within the City of Covington. Responsible for documenting and protecting Covington’s historic buildings and resources. Provide for public education and serve as general advocate for historic preservation.  Monitor rehabilitation projects that involve federal funds.  Administer the City’s Historic Preservation Overlay Zones and Design Guidelines.  Provide staff support to the Urban Design Review Board. Serve as back-up to the City’s Zoning Administrator and provide technical expertise related to planning initiatives and projects. Utilize and maintain Geographic Information Systems (GIS) data related to historic resources. This position will report to the Community Services Manager.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Use design guidelines to review proposed work to historic sites.
  • Administer the Section 106 Compliance Requirements relating to the City’s federally funded programs and maintain a working Programmatic Agreement with the SHPO and ACHP
  • Administer the Certified Local Government program for the City and provide the required documentation and complete necessary programming to remain an eligible certified program
  • Provide assistance to individuals who are interested in rehabilitating and preserving historic buildings, such as selecting appropriate exterior paint colors, windows, doors and other building elements.
  • Provide guidance and assistance to individuals and businesses interested in rehabilitating and preserving historic buildings on state and local regulations such as the City’s Zoning Ordinance, State Building Code, Plumbing Code, etc. Review applications for exterior work in Historic Preservation Overlay Zones and Chapter 99 Development Plan areas, and issue permits (Certificate of Appropriateness).
  • Review applications and prepare staff reports for Design Waivers for applicable zones.
  • Prepare staff reports and presentations for monthly Urban Design Review Board meetings.
  • Update and initiate new Historic Resource Surveys.
  • Prepare nominations for the National Register of Historic Places
  • Review projects receiving federal funds for compliance with the Secretary of the Interior’s Standards for Rehabilitation.
  • Follow up on site, on a case-by-case basis to insure that the work is being performed as approved.  Coordinate with Code Enforcement as necessary.
  • Apply for and administer federal and state grants.
  • Administer Historic Plaque Program.
  • Coordinate Historic Highway Marker program.
  • Organize annual Historic Preservation Awards for the city.
  • Provide information and advice on federal and state Historic Rehabilitation Tax Credit programs.
  • Participate as a consulting party representative in large-scale Section 106 Reviews.
  • Assemble and maintain all necessary files as required by state and federal regulations.
  • Provide information and assistance for relevant planning and zoning efforts.
  • Act as City liaison to city adopted small area study implementation groups.
  • Create and maintain GIS information on historic properties.
  • Appear for work and complete assigned tasks within a reasonable period of time
  • Work in a safe manner, observing all safety rules, and pose no significant risk to the health and safety of others
  • Provide marketing, public education and outreach historic preservation activities.
  • Serve as project manager and perform any other daily duties as may be required to accomplish Department goals and objectives as assigned by the Community Development Director.

 
EDUCATION and/or EXPERIENCE

  • At least five years of progressively responsible experience in historic preservation and program administration; or the equivalent to a Graduate degree from an accredited college or university with major course work in architectural history, art history, historic preservation, planning or a combination of the above stated work experience and education.
  • Experience working with federal and state grant programs,
  • A certificate in Historic Preservation is recommended.
  • Ability to meet the Secretary of the Interiors Professional Qualification Standards for Historic Preservation
  • Certification from the American Institute of Certified Planners (AICP) is preferred but not required.

  • Knowledge of applicable City, State and Federal rules, regulations and ordinances that impact Historic Preservation and the ability to appropriately interpret and apply them.
  • Knowledge of Section 106 rules and regulations.
  • Ability to communicate effectively with residents, contractors, other employees, city officials and other agencies both orally and in writing.

CERTIFICATES, LISCENSESES, REGISTRATIONS

  • Possess and maintain a valid Driver’s License
  • Satisfaction of KRS 147A.027 training requirements
  • ACHP Section 106 Essentials and Advanced training (ACHP Section 106 Essentials Training required within first 12 months per CLG requirements with the Kentucky Heritage Council)
  • AICP Certification (preferred but not required)
  • LEED AP O+M Certification from the US Green Building Council (preferred but not required)
