Principal Planner -Transportation/Parking

Are you a highly motivated leader? Do you have experience in transportation planning? Are you an expert at managing high profile projects?  The City of Alexandria Transportation and Environmental Services Department is seeking a Principal Planner -Transportation/Parking to fill a key leadership role in our organization.

The Principal Planner, in pursuit of service excellence, will perform a variety of project management and/or supervisory functions.  A Principal Planner is responsible for managing large complex projects ensuring compliance with the City’s high standards of transportation planning, consistent with the City’s vision and adopted policies, including the Transportation Master Plan.  The Principal Transportation Planner receives general supervision from a Transportation Planning Division Chief or the Deputy Director who will review work for quality and results achieved.

You must be an outstanding communicator and will represent the City as an expert on panels, committees, public hearings before the City Council, Planning Commission, Transportation Commission and/or Traffic & Parking Board and task forces.  You may propose planning and transportation policies and amendments to the Zoning Ordinance or Comprehensive Plan in response to a variety of complex transportation policy and land-use issues.  You will coordinate with other City agencies, interest groups, and jurisdictions on highly specialized policy, transportation, and planning issues.  And represent the City in negotiation of proffers, conditions, and positions with applicants, citizens, City staff, other jurisdictions, State and/or Federal government.  And provide timely responses to public inquiries and concerns regarding parking programmatic issues.

You will be held to a standard of excellence and expected to deliver the highest quality outcomes.  In this role you will provide expert counsel to senior management, professional colleagues and City Council members on the management of parking and a wide variety of planning issues across program areas.  Expert written communication is a must as you will prepare  detailed position papers, presentations and staff reports on complex transportation projects/initiatives, Transportation Master Plan amendments, public facility proposals, Transportation Commission docket items, transit or multi-modal policies, among others.

We achieve service excellence by matching our strategies with our guiding principles and aligning the work we do with our strategic plan.  Some of the work that you will perform is coordinating the City's pay by phone (Pango) program, managing citywide parking management and overseeing the car share program.  And coordinate complex community, financial and technical interests and resources in the development of program work form the initial concept planning phase to the final presentation of major planning and policy recommendations.  You will authoritatively interpret agency policy, regulations and standards as applied to problems involving land use proposals, neighborhood issues, parking, and implementation, transportation planning or operational problems. You will review prior City parking policies/ordinances and find solutions to better manage past SUP's/DSUP's.  Staying abreast of upcoming legislation is important as we are looking for you to analyze proposed Federal, State, City legislation/regulations affecting specific planning program area.  We expect all daily activities to be properly aligned to support and enhance the well-being of our citizens.

About the Department

The Department of Transportation and Environmental Services (T&ES) strives to improve the overall quality of life within the City of Alexandria through the development of a superior infrastructure. In order to contribute to the physical, social and economic growth of the City of Alexandria, the T&ES employee team provides services of the highest quality in the areas of engineering, environmental quality, traffic control, transit, construction, inspection and surveying, street, sewer and fire hydrant maintenance, and refuse and recycling collection.

 Minimum & Additional Requirements:
Four-Year College Degree; at least five years of progressively-responsible experience in transportation planning and management of large-scale urban transportation projects, and completion of college-level courses in urban planning, transportation or transit planning, public administration, engineering, geography, or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
 Preferred Qualifications:
Master's Degree; more than five years of progressive planning experience, AICP certification, Zoning certification, registered/certified Landscape Architect or Architect; demonstration of progressive project management experience.
