Transportation and Land Use Planner

The Transportation and Land Use Planner at the Massachusetts Port Authority participates in and supports a wide range of transportation planning activities and special projects, including: collecting traffic and transportation data; interpretation and analysis in support of Logan Airport ground access operations; physical planning of transportation systems at Massport properties including the South Boston Waterfront, Logan Airport, Hanscom Field, Worcester Airport, and East Boston; developing commercial and employee parking demand projections; collaborating with other units and departments on project permitting, feasibility studies, and consultant selection; conducts analysis of transportation and land use issues, policies, projects or operations that have the potential to affect the Authority’s properties or interests. Represents the Authority at inter-agency meetings and community meetings.

Essential Tasks of the Job:

1. Project planning: Provide transportation and land use planning support, including evaluating, developing, designing, and permitting projects in South Boston, Logan Airport, and for other Aviation and Maritime properties; management and direction of consultants.

2. Long-range planning and development: Using projections and forecasts develop policy briefings and statements; support multi-modal transportation planning, including transit and shuttle bus operations and service planning; apply transportation and traffic simulation models to support roadway and intersection operations; prepare and monitor capital budgets for major improvement projects; support preparation of documents and analyses for environmental permits and reports related to transportation elements of South Boston, Maritime, and South Aviation projects.

3. Coordination: Work with state, regional, and municipal transportation agencies on projects and initiatives of mutual interest; from time to time, work directly with community groups and representatives.

4. Consultant management: Prepare RFPs and RFQs; participate in selection and management of transportation consultants; prepare work orders, manage budgets/invoices and contracts.

5. Transportation demand management: Prepare and review transportation demand management programs and initiatives. Develop and work to implement Logan and Seaport TMA programs and initiatives.

Secondary Job Tasks:

1. Perform other duties as requested by the Director or Deputy Director.

2. Prepare presentations and communication materials for a range of audiences, including, but not limited to: Massport staff; Massport Board; state, federal, and local agencies; businesses, community groups, and the media. Presentation materials may include, but not be limited to: PowerPoint slides; AutoCAD, GIS, and other graphics, charts, tables, and plans; and written reports and technical memoranda.

3. Research transportation and land use industry trends, regulatory requirements, and best-practice standards; prepare summary reports and presentations about findings.
 

 Job Requirements and Qualifications:
EDUCATION LEVEL: BA/BS Degree in Urban/Transportation Planning or comparable field (e.g. Civil Engineering, Environmental Science, etc.). Master’s/advanced degree is preferred.

EXPERIENCE IN RELATED FIELD: Minimum 5 to 7 years’ experience in transportation and/or land use planning required.

UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS:

1. Membership in one or more of the following professional organizations is desirable: ITE, APA, ASCE, WTS, AAAE, or other comparable professional organizations.

2. Proficient in use of computer software and data management programs including Microsoft Excel and SPSS (or similar); PowerPoint; and word processing programs. Knowledge of ArcGIS/ArcMap, InDesign, CAD and other data analysis/visualization/design tools a plus.

3. Demonstrated experience in working with multidisciplinary project teams, various project constituencies, including non-profit advocacy groups and citizen, community and neighborhood organizations.

4. Demonstrated experience taking complex analyses or data and preparing policy statements or briefings to guide decision making.

5. Desired working knowledge of traffic analysis and intersection capacity analysis programs; travel demand modeling; traffic engineering (geometry, signalization, pavement markings) and urban street design standards. Familiarity with MUTCD, AASHTO Green Book, HCM, and NACTO guides.

6. Understanding of construction drawings, maps, charts and other design-related materials.

7. Effective interpersonal skills and a collegial, team approach to problem-solving.

8. Excellent oral and written communications skills; the job requires preparing and delivering presentations in a variety of settings. Ability to express and exchange ideas; ability to communicate technical analyses to a non-technical audience.

9. Ability to pass Massport’s controlled substance test and background criminal-history/security checks is required.

10. Current and valid driver’s license is required.

 Supplemental Information:
WORK SCHEDULE: Ability to work a 37.5 hour work week. Ability to meet fluctuating work.
