Economic Development Specialist

Under general direction of the Director of Economic Development & Public Service, is responsible for managing and advancing the City of Whitehall’s economic development agenda. While becoming fully immersed in all aspects of the City’s economic development efforts, the primary responsibility of this position will be to engage Whitehall businesses to remain and prosper in the community through a comprehensive business retention and expansion program; and performs related duties as required.       

This position is full time, unclassified and not subject to overtime. The work schedule is Monday - Friday 8 am - 5pm with some flexibility. Attendance at some evening meeting is required. 

 Essential Functions:
Develops knowledge of the City’s diverse business community.

Maintains and develops contacts with land owners, developers, Realtors, entrepreneurs, government officials, private industry representatives, Chamber of Commerce and economic development related organizations and agencies.

Proactively conducts relevant research on potential local business expansions in the City; identifies and utilizes available resources to address those needs.

Manages Whitehall’s Business Retention and Expansion Program (BRE); meets with local and new businesses about City’s plans, location opportunities and other business resources; Coordinates outreach visits with local businesses to understand the barriers facing business and industry, and collaborating with businesses to improve their competitive advantage to thrive in Whitehall; identifies existing business retention and expansion needs. 

Represents the Department and/or City on various teams, committees and to various boards to make presentations, coordinate and facilitate discussions/ conference calls, provide proficient knowledge on community issues, prepare and present activities updates, plan and implement various projects, take and distribute minutes.

Prepares regular written reports, recommendations, and presentations detailing economic development and redevelopment activities for administration, advisory boards, and City Council. 

Assists in the development and administration of financial incentive programs, including the Community Reinvestment Area (CRA) Program.

 Minimum Requirements:
Education and Experience:

Bachelor’s degree in economic development, urban planning, public administration, business or related field; and, 

One year of progressively responsible experience in economic or community development, business assistance, commercial development, and/or business retention programs; or

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications: 

Valid Ohio Driver’s License

IMPORTANT JOB FUNCTIONS: 

Works with Department to develop marketing and promotional strategies and programs.

Participates in all commercial and industrial marketing efforts and conduct various familiarization tours and present services to businesses.

Coordinates activities and/or resolutions of problems/complaints through federal, state and local government agencies (e.g., utilities, local transportation boards, local development departments, etc.).

Serves as a liaison to citizen committees, non-profit organizations, special interest groups, and neighborhood groups concerning economic development issues; make presentations to these groups as assigned. 

Prepares regular written reports, recommendations, and illustrations detailing personal and board activities. Includes reports to City Council and prepare compilation of initial business surveys received.

Assists in the expediting of plan review and permit coordination for targeted development projects.   

Provides regular content updates and oversight of the department portion of the City’s website. 

May serve as backup for other positions within the department.

Performs other related duties as assigned.

Knowledge of: 

Knowledge of economic and community development concepts, theories, techniques, practices, principles and methods.

Knowledge of administrative concepts, principles, practices, and techniques.

Skill in:

Advanced group coordination and project team leadership. 

Work independently or in a small team environment.

Communicating orally and in writing with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner. 

Mental and Physical Abilities:

Apply policies, procedures and standards pertaining to municipal planning progress; interpret statistical data.

Demonstrated ability to plan, organize, setting priorities, meeting crucial deadlines, and following up on assignments with a minimum of direct

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with a variety of people. 

Ability to understand and carry out written and oral instructions, giving close attention to detail and accuracy. 

Ability to draft and type correspondence using computers and related software. 

Ability to conduct research and analysis on basic to complex research projects and formulate those concepts for distribution in the form of a strategic plan, presentations, written reports, and statistical data.   

Ability to administer and effectively lead high profile and complex projects and multiple initiatives efficiently. 

Working Conditions:

While performing the essential functions of this job, is regularly required to sit; use hands to grasp, handle, or feel objects; reach with hands and arms; speak and hear; read and write; and occasionally lift, carry, push or pull objects weighing up to 10 pounds. Regular visits to offsite facilities or project sites within City limits. The employee may be exposed to loud noise, mechanized equipment, dirt, dust, rain, sleet, snow, heat, chemicals, and foul odors.
