Planner I

The Planner group of positions is responsible professional positions within the Planning & Zoning Department that support the policy, management and administrative responsibilities of the City. Under direction, the incumbent conducts planning studies and analysis, reviews land use development applications, may serve as project leader or specialist, and perform other duties as assigned or required. These positions generally report to the Planning & Zoning Manager, although alternative assignments may be made to support department operations. This grouping is a professional track intended to provide employee development from an entry level to an advanced role having substantial technical and policy responsibility within the organization.
 Major Duties:
Essential Functions:

Prepares or conducts land use and other planning studies or analysis and prepares technical reports;

Reviews land use development applications, prepares reports and makes recommendations;

Prepares amendments to the City's Comprehensive Plan and Land Development Code;

Reviews issues, policies and procedures related to land use and other planning concerns;

Drafts ordinances and resolutions for review and approval;

Provides technical support or serves as a technical expert to task forces, commissions and/or advisory committees;

Conducts or leads field surveys and investigations as deemed necessary;

Answers inquiries and assists the public in matters relating to zoning and land use;

Researches grant sources and, in conjunction with the City's Grants Administrator, may prepare grant applications and oversee grant funded programs;

May represent the City at the local, regional and State level for special projects or assignments.

Position Characteristics:

Planner I: Incumbents initially work under general supervision and as experience is gained they perform a broader range of duties and are expected to advance to the Planner II level within two years. This position reports to the Planning and Zoning Manager.

Planner II: Is the journey level in the planner series. Incumbents independently perform professional planning assignment with limited supervision. This level differs from the Planner I in that in addition to the above incumbents may provide assistance to lower level planners and may make presentations to internal and community groups as well as decision making authorities. This position may perform the duties of the lower level position as deemed necessary or required. This position reports to the Planning and Zoning Manager.

Planner III (Senior Planner): Is the senior or advanced journey level in the planner series. Incumbents use independent judgment to perform diverse, complex assignments, which require extensive coordination with City departments, and other local or regional jurisdictions and agencies. Additionally, incumbents are required to make presentation to the public, the Planning Commission and the City Council. The class is distinguished from the Planner II by specialized, diverse and complex assignments requiring independent judgment. This position may perform the duties of the lower level positions as deemed necessary or required. This position reports to the Planning and Zoning Manager.

Planner IV (Principal Planner): Is the department resource and specific subject area expert in the planner series. Incumbents work under general direction to perform the most technically complex assignments, ensure quality is maintained for planning studies, track and monitor legislation, develop policy, and may serve as project leader on multifaceted programs. This position may perform the duties of the lower level positions as deemed necessary or required. This position reports to the Planning and Zoning Manager.
 Minimum Requirements:
Minimum Education and Training:
Planner I:
Bachelor's Degree (Master's Degree Preferred) from an accredited college or university with a major in planning.

Bachelor's Degree from an accredited college or university with a major in public administration, geography or other closely related field plus two years of post degree professional planning or planning related experience; or

Planner II:
Bachelor's Degree from an accredited college or university with a major in planning (A Master's Degree from a program accredited by the Planning Accreditation Board is highly desirable) plus two years of post degree professional planning experience; or

Bachelor's Degree (Master's Preferred) from an accredited college or university with a major in public administration, geography, or other related field plus three years of post degree professional planning experience.

Planner III:
Master's Degree from an accredited college or university with a major in planning (a program accredited by the Planning Accreditation Board is highly desirable) plus four years of post degree professional planning experience; or

Bachelor's Degree from an accredited college or university with a major in planning (a program accredited by the Planning Accreditation Board is highly desirable) plus five years post degree professional planning experience; or

Bachelor's Degree from an accredited college or university with a major in public administration, geography, or other related field and plus six years of post degree professional planning experience.

Supervisory experience is preferred

Possession of an active certification through the American Institute of Certified Planners (AICP) is required within 12 months of obtaining this position.

Planner IV:
Master's Degree from an accredited college or university with a major in planning (a program accredited by the Planning Accreditation Board is highly desirable) plus five years of post degree professional planning experience; or

Bachelor's Degree from an accredited college or university with a major in planning (a program accredited by the Planning Accreditation Board is highly desirable) plus six years post degree professional planning experience; or

Bachelor's Degree or Master's Degree from an accredited college or university with a major in public administration, geography plus eight years of post degree professional planning experience.

Supervisory experience is required.

Possession of an active certification through the American Institute of Certified Planners (AICP) or must obtain within 12 months.
 Knowledge/Skills/Abilities:
General Knowledge and Skills:
Planner I: Principles, practices and trends of public planning; Statistical research methods as applied to the collection and tabulation of data affecting public planning; Working knowledge of laws and regulations governing planning in the State of Florida; Demonstrated computer skills, including proficiency in productivity applications.

Planner II: All items identified above; Purposes and policies, procedures and regulations of municipal planning and zoning administration; Principles and techniques of gathering and analyzing data; Basic statistical methods and procedures used in preparation of planning studies; Techniques of public presentation; Demonstrated experience with geographic information systems applications.

Planner III: All items identified above; Long range and regulatory planning practices; Thorough knowledge of laws and regulations related to and governing planning and zoning in the State of Florida.

Planner IV: Legislative processes; Working knowledge of policy formulation; Principles and techniques of project leadership and training.

Abilities:
Planner I: Collect, analyze and compile, organize and present technical statistical and related information pertaining to planning and zoning research; Interpret, apply and explain laws, rules, regulations and ordinances; Prepare concise written and oral reports; Participate in planning presentations before Committees/Boards/Councils; Provide services to the public in a courteous and effective manner; Participate cooperatively and effectively as a contributing team member; prepare rough charts, maps and other graphic illustrations; Apply laws and ordinances and conduct field investigations as may be required; Produce acceptable work within a reasonable time frame; Input, retrieve and analyze data utilizing a computer.

Planner II: All items identified above; Organize and present planning research studies; Collect, analyze, compile and arrange technical, statistical and related information for planning and zoning research; Develop and maintain effective working relationships with the general public, officials and personnel from other departments and agencies; Interpret maps and aerial photos; Speak effectively before groups.

Planner III: All items identified above; Present major planning studies analysis and report Committees/Boards/Councils; Complete complex assignments, determine alternative choices and make recommendations; Write, interpret, apply and explain complex rules, laws, regulations and ordinances; Prepare clear and concise administrative and technical reports, ordinances, resolutions, and plans; Interpret and consistently apply provisions of laws, regulations and policies; Understand and relate to others the concepts, aims and principles of land use planning and zoning; Speak effectively before large groups; Provide leadership to team efforts; undertake a minor supervisory role as demanded.

Planner IV: All items identified above; Coordinate multifaceted programs as a project leader; Track and monitor legislative activities; Act as subject matter expert or resource; Complete the most sensitive and technically complex planning assignments; Supervise more junior staff and fill in for the direction as necessary.
