Transportation Planner

This position entails professional work of more than average difficulty in transportation planning.

The incumbent is responsible for work related to developing and conducting transportation planning studies to address problems and complete projects, recommending policies and solutions, writing reports and presenting project findings. Employee exercises considerable initiative and independent judgment in the performance of duties.  Work is reviewed by an assigned supervisor in conferences with the employee, through direct observation of work while in progress and through evaluation of work products.

 Illustrative Examples of Essential Duties:
The duties of this position include, but are not limited to, the following:
 
  • Coordinates transportation planning functions, both internally and externally, and directs transportation plans, including analyzing data, identifying and setting the priority of transit service needs, developing cost effective plans, determining resource requirements, coordinating plan implementation, and presenting plans at community meetings.
  • Evaluates and proposes short and long term transportation projects consistent with the City’s comprehensive plan policies, goals, and objectives.
  • Programs and funds projects in coordination with the Miami-Dade Metropolitan Planning Organization, Miami-Dade County, the Florida Department of Transportation and other appropriate agencies.
  • Prepares and directs grant applications for transportation funding at federal, state, and local levels.
  • Supervises and participates in preparing and monitoring budgets for transportation projects using funds from a variety of City and grant-funding sources.
  • Coordinates the development of pedestrian/bicycle/non-motorized transportation plans and projects with the City’s Bicycle/Pedestrian Coordinator and with external transportation agencies, as appropriate.
  • Conducts, with the City’s Bicycle/Pedestrian Coordinator, studies and the cost/benefits analyses of bicycle/pedestrian enhancements and evaluates their impact after implementation.
  • Coordinates short-range transportation planning with City, County, State and Federal transportation plans and projects.
  • Evaluates the City’s multi-modal mobility needs, including motorized and non-motorized, in coordination with the Department’s Traffic Engineering/Operations Division, Transit Operations Division, and Bicycle/Pedestrian Division ; and plans, develops, and coordinates the implementation of mobility projects, programs and initiatives to promote the use of alternate modes of transportation.
  • Represents the Department at various forums, committees, boards, and task forces and attends meetings to explain and help address mobility issues. 
  • Coordinates work efforts with other departments and regional planning agencies and provides technical assistance as needed.
  • Responds to citizen inquires related to transportation planning and concurrency issues and explains policies and/or investigates issues.
  • Performs other work as required.
 Minimum Requirements:
  • Bachelor’s degree in Transportation Planning, Civil Engineering, Architecture, or a related field from an accredited college or university program
  • A minimum of three (3) years of experience in transportation planning or transportation engineering
  • Master’s degree in an aforementioned or related field is preferred and can substitute for experience on a year-to-year basis. 
  • Accreditation from the American Institute of Certified Planners (AICP) is desired. OR
Equivalent combination of training and experience beyond a Bachelor’s degree in an aforementioned or related field.

PHYSICAL REQUIREMENTS:
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, e-mail, or fax.
  • Physical capability to effectively use and operate various items of office related equipment including, but not limited to, computers, computer software, calculator, copiers and fax machine.
  • Work is generally performed in an office environment with field work as necessary
  • The employee is frequently required to sit, stand, talk, walk, stoop, hear, and use hand to finger coordination, handle, feel and operate office equipment.
