Assistant/Associate Planner

Assistant Planner:  $71,920.42 - $86,530.60 Annually
Associate Planner:   $79,078.48 - $95,484.22 Annually

 (Labor Agreement Scheduled Salary Increase of 2.5% Will Be Effective June 19, 2015)
 
The City of Walnut Creek is looking to fill two full-time Assistant Planner positions and one Associate Planner position in the Current Planning and Advance Planning sections of the Planning Division of the Community and Economic Development Department. The Planning Division currently consists of the Planning Manager, Eight Professional Planners, Two Office Assistants and One Code Enforcement Officer, plus limited term staff.
 
The Planning Division is responsible for implementing City policies that direct the physical development of Walnut Creek. Planning serves as the point of entry for development proposals and provides assistance to architects, designers, developers, builders, and residents navigating the regulatory process. This process can include single family property owners as well as residential and commercial builders. On a daily basis, staff assists customers with permit processing and provides guidance on City policies related to environmental design. Staff also maintains and implements the General Plan, the City's long range blueprint and policy document.
 
The Planning Division anticipates a continuation of recent high levels of current planning applications – particularly for housing and mixed-use developments. The City Council has also adopted several work program assignments for the Planning Division intended to enhance the economic and social wellbeing of the City.

Under general supervision, the Assistant and Associate Planner positions perform professional current, advanced, environmental, housing, and/or transportation planning work and related work as required. These positions will be assigned to work in specialty areas as part of a team, under supervision of a Senior Planner and/or Principal Planner. Work may include analyzing development projects, conducting planning studies, preparing zoning amendments, assisting with housing (CDBG) and/or transportation programs, design review, environmental review, ministerial plan checking and permitting, and related professional planning work.

 Representative Duties:
  • Reviewing and processing of assigned planning projects involving land use, development, economic activities, housing, transportation, environmental, and related subjects;
  • Conducting research, and conferring with applicants, interested parties, and agency representatives to identify problems and opportunities;
  • Preparing staff reports and making oral presentations to the public and to elected and appointed decision makers;
  • Interpreting planning policies, state laws and local ordinances and guidelines and explaining City procedures in person, over the phone and in writing;
  • Drafting a variety of written documents including letters, reports, ordinances, and California Environmental Quality Act documents;
  • Working extensively on the computer to manage case-loads, prepare maps and graphics, analyze data, research on the Internet, and communicate with others through e-mail.
The Assistant Planner position is an entry-level position and will be assigned planning activities of entry level to moderate difficulty. Most of the work assignments include specific directions and are performed within the limits of prescribed policies and guidelines. This position is expected to develop a level of knowledge and ability that will permit upward progression.
 
The Associate Planner position is a journey-level and is assigned planning work of moderate to high levels of complexity. The Associate Planner is distinguished from Assistant Planner by its increased responsibility for project management and independence of decision-making as well as its more complex assignments. This position is responsible for handling assigned tasks independently and for demonstrating a level of competence appropriate to a qualified professional planner in planning, development, urban design, housing, and/or transportation planning.
 Qualifications Guidelines:
Education and Experience:
 
A Bachelor's degree from an accredited four-year college or university with major coursework in urban planning, architecture, public administration, housing, transportation planning or a related field including any equivalent combination of education and experience that provides the knowledge, skills, and abilities as listed below. To be considered for the Associate Planner position, a minimum of two years of professional experience in the current, advanced environmental, housing, and /or transportation planning field is required.

Knowledge, Skills and Abilities:
  • Knowledge of Federal, State, and local laws and policies, and best practices and principles, related to planning, zoning, housing, transportation planning, and/or environmental planning.
  • Knowledge of statistics and research methods employed in collection and evaluation of data.
  • Skill in understanding and interpreting technical data and documents.
  • Skill in reading and interpreting applicable codes, ordinances, and regulations.
  • Skill in collecting, recording, analyzing, and interpreting data.
  • Skill in communicating effectively in English both orally and in writing; making presentations; and preparing clear, concise, and accurate written materials.
  • Skill in establishing and maintaining effective working relationships with others.
  • Skill in applying urban, environmental, housing, zoning, and transportation planning principles and methods to local problems.
  • Ability to effectively utilize computer applications and technology related to the work.

Special Requirement:

Possession of, or ability to obtain prior to employment, a valid Class C California Driver’s License and a good driving record.
