GIS Analyst

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

The Bureau of Water & Sewer Operations seeks to hire three Computer Programmer Analysts for the Operations Analysis and Information Systems Division. The selected candidate under general supervision, with some latitude for independent initiative and judgment will perform the following tasks: Perform work for the configuration and/or customization of Bureau information systems to accommodate changing business needs and achieve greater efficiency; Perform analyses work for the gathering, interpreting and processing of data; Codes programming instructions associated with the implementation of all GIS / MIS systems related development, enhancements and tools in support of Bureau business processes, advanced analyses and model building; Assists with computer and application specification and configuration requirements for integrating and interfacing information between systems; Performs advanced analyses and prepares reports from the Bureau’s ESRI Arc10.x GIS system; Assists with the development of new or improved technical workflow procedures, computer workstation environments and tools; Develops code for the automation of business rules within the ESRI GIS and other system tools for advanced quality assurance and data validation; Assists with the documentation of programming instructions and SOP’s for specified requirements and business processes.

Minimum Qual Requirements

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field; or
(2) A four year high school diploma or its educational equivalent plus (3) years of satisfactory fulltime computer programming experience; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to one year of the experience required in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in computer science or a related computer field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school) may be substituted for one year of experience. However, all candidates who attempt to qualify under option (3) must have at least a four year high school diploma or its educational equivalent and at least (1) year of satisfactory full-time computer programming experience.

Some examples of unacceptable experience are: End users of a computer system, program or software package; experience in the areas of end user computer technical support, computer operations, data entry/data retrieval, quality assurance (QA); end user hardware installation; end user help desk; teaching, telecommunications, experience in Microsoft Office Suite/Back Office products.

Preferred Skills

Experience with ESRI ArcGIS 10.x application suite, extensions and add-ons (ArcHydro preferred).
Experience with Database Platforms: ArcSDE, MS SQL, MS Access.
Programming Experience: SQL, Java, Python.
Excellent analytic, problem solving, verbal and written communication skills.
