GIS Analyst

Manage geospatial data and information for the Stormwater Services Division by designing geospatially-enabled databases; creating reports; processing data; and producing maps.  The GIS Analyst performs programming and analytical tasks which include: planning, developing, analyzing, processing, and performing quality control on geographic information systems and databases. This position acts in support of the City's GIS, and may provide guidance and instruction to other City employees on GIS applications and practices.

 Job Duties:
Produce maps and documents by reviewing data and analyses, updating and modifying system information, collaborating with departments, and disseminating information.

Create and manage statistical information by determining end users and information to be included, assessing methods of query, determining best manner for presentation and layout, and providing technical expertise.

Coordinate billing of the stormwater utility fee by: managing models or scripts to output accurate stormwater utility calculations; updating geospatial data to correspond to existing conditions; coordinating data transfer with the Cape Fear Public Utility Authority; automating data management tasks; responding to customer inquiries and determining corrective actions; creating custom cartographic outputs; provide strategic recommendations; attending training; providing technical expertise to the Public Services Department.

 Required Qualifications:
Education: Bachelor's degree in Computer Science, Geography, Geographic Information Systems or closely related field.

Experience:  Minimum one (1) year of professional experience in managing geospatial data, preferably in Esri software.

Other:  Valid Driver’s License

Note:  Driving history check required.  Selected candidate will also be required to complete a post-offer drug screen.

 Preferred Qualifications:
Recent experience working with a variety of GIS applications, preferably in local (municipal) government.
