SYSTEMS ANALYST (GIS)

MAJOR FUNCTION
Provides technical expertise in Geographical Information Systems (GIS) development, operations, analysis, design, construction, database implementation, documentation and ongoing support for GIS client applications.

ILLUSTRATIVE DUTIES

Project Management:

  • Responsible for performing systems analysis, design and implementation on large complex Windows/ESRI GIS systems.
  • Deals with a large diverse group of users, divisions and agencies when developing a geographical information system.
  • Completes accurate program development estimates.
  • Develops time/cost estimates and cost benefit studies.
  • Responsible for tracking the progress of projects to ensure timely completion.

    Current Knowledge:
  • Maintains an in-depth knowledge of the clients GIS application.

    Training:
  • Trains employees in the proper usage of new GIS systems.
  • Assists in the training of junior staff members.
  • Provides advanced technical guidance to other staff members.
  • Assists other staff with various programming tasks.

    System Development:
  • Responsible for the maintenance of a large GIS system.
  • Prepares program and job documentation for internal and client use.
  • Performs technical work writing and maintaining programs.
  • Maintains and enhances a working knowledge of the required GIS programming languages, coding methods, data access methods, and operations requirements.
  • Creates test data and evaluates test results.
  • Participates in post-implementation reviews and revisions.

    System Analysis and Design:
  • Works with clients to identify program requirements and business rules.
  • Works with clients to explain program usage and results.
  • Translates system requirements into program specifications.
  • Identifies data capture control methods, database and map elements, and symbology.
  • Responsible for creating, maintaining, and the storage of geographic, text and imagery in an SDE database.

    Written and Oral Communications:
  • Conducts meetings with client staff.
  • Provides written and oral reports to management of the Information Technology Division.

    Other:
  • Performs additional related duties as required.
  • Completion of additional educational course as required.
  • Position may require travel as needed.

MINIMUM QUALIFICATIONS:
Graduate of an accredited four (4) year college with major course work in Information Systems,
Geographic Information Systems (GIS), Geography or a related field. Minimum of four (4) years related experience, including three (3) years in a major GIS analysis and design project.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

A comparable amount of related training, experience and education may be substituted for the minimum qualifications.

SPECIAL PREFERENCES

Prefer candidates with experience in:
ArcGIS Server
ArcGIS for Desktop (Advanced, Standard and Basic)
Microsoft Internet Information Server (IIS)
Microsoft .Net (C+, C#, or Visual Basic)
HTML5
Javascript
Flex API
Microsoft SQL Server

KNOWLEDGE, ABILITIES AND SKILLS

  • Ability to organize and lead a team.
  • Ability to work as part of a team or independently as required.
  • Extensive knowledge of GIS and business concepts.
  • Knowledge of system development methodologies and the ability to apply this knowledge to the analysis and development of geographic information systems.
  • Knowledge of MS Window Server operating systems.
  • Knowledge of ESRI ArcGIS Server and ArcSDE software.
  • Ability to translate system requirements into program specifications.
  • Ability to write, test and debug GIS programs.
  • Ability to follow oral and written instructions, to use independent judgment and make logical decisions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain an effective working relationship with employees, management, and other divisions.
  • Ability to sit for long periods.
  • Ability to concentrate on detail and sequential work tasks.
  • Ability to speak in a manner that can be understood.
  • Ability to bend, stoop, sit and stand.
  • Ability to perform tasks that require eye hand coordination.
  • Must have the ability to see, write and perform data entry keying efforts.
