Assistant/Associate Planner

The City of Irvine is seeking an Assistant or Associate Planner. This is a flexibly staffed classification series in the Community Development Department.  

The purpose of positions in this classification is to perform entry to professional level planning tasks for assigned projects and/or duties such as transportation, development, transportation, environmental, zoning, housing or land use matters.

Employees may be hired at the Assistant or Associate level based upon their skills and experience. The Department Director, in concert with Human Resources, will have the responsibility for determining whether a candidate meets the minimum qualifications for the appropriate level.

The salary range for the Assistant Planner is $23.87 - $37.53 Hourly; $4,137.47 - $6,505.20 Monthly; $49,649.60 - $78,062.40 Annually

The salary range for the Associate Planner is $27.26 - $42.87 Hourly; $4,725.07 - $7,430.80 Monthly; $56,700.80 - $89,169.60 Annually
 Essential Duties and Responsibilities:

The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Assistant Planner:

  • Researches and applies general plan and zoning ordinances. Researches materials, opinions and trends regarding planning matters.
     
  • Compiles economic, population, transportation, environmental, development, zoning, and housing data as assigned. Analyzes statistical, written and oral reports and correspondence related to assigned planning and analytical tasks.
     
  • Under direct supervision, may review development plans, documents, technical studies and reports for compliance with General Plan, codes, ordinances and state law. Prepares and presents recommendations to Department personnel regarding development proposals.
     
  • Under direct supervision, may advise the public in preparation and filing a variety of applications.
     
  • Reviews applications for completeness, accuracy and compliance with codes, General Plan, etc.
     
  • Assists in grant application and administration. Prepares related activity reports, compiles and updates required statistical data and accounts.
     
  • Provides information to the public regarding planning standards, codes and permit requirements.
     
  • Acquires and maintains knowledge of planning information sources, research techniques and zoning.

Associate Planner:

  • Analyzes and interprets social, economic, transportation, population and land use data and trends. Prepares related written and statistical reports.
     
  • Reviews development plans, documents, technical studies and reports for compliance with General Plan, regional plans, codes, ordinances and state law. Prepares and presents recommendations to city officials and Department personnel regarding development proposals.
     
  • Participates in developing housing, environmental, transportation, population, fiscal and economic planning models and develop related databases.
     
  • Coordinates plan and documents review by various City departments and County, State and Federal agencies.
     
  • Advises the public, in preparation and filing a variety of applications such as zoning changes, variances, tentative maps, master plans, general plan amendments, and other Department-provided services.
     
  • Reviews applications for completeness, accuracy and compliance with codes, General Plan, etc. Recommends application approval, denial or modification.
     
  • Establishes and maintains communication with public, consultants, developers, City staff and other agencies' representatives regarding duties or projects.
     
  • Contributes to the development of plans, city policies, ordinances, planning and zoning law, subdivision map act, CEQA, and municipal codes.
     
  • Reviews consultants' work. Prepares requests for proposals and participates in review and selection of proposed services.
     
  • Prepares grant application and manages grant programs.
     
  • Participates in special multi-disciplinary task forces as needed or assigned.
     
  • Represents City at meetings with community groups, agencies, etc.
     
  • Maintains knowledge of planning information sources, research, zoning ordinances, environmental rules and regulations.
     
  • Compiles a variety of datum such as fiscal and economic data, development data, transportation circulation data, housing, population, etc.    
 Minimum Training and Experience Required to Perform Essential Job Functions:
Assistant Planner: 
Bachelor's degree in Planning, Geography, Architecture, Economics, Landscape Architecture, Public Administration or related field; some planning experience preferred, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. May require a valid California driver's license.

Associate Planner:
Bachelor's degree in Urban Planning, Transportation Planning or Engineering, Geography, Architecture, Economics, Landscape Architecture Public Administration or related field with three years responsible planning experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. May require a valid California driver's license.

THE DEPARTMENT

Community Development

The goal of the Community Development Department is to ensure that community values are reflected in the physical environment. The department focuses on planning and implementing standards that maintain the City's high quality of life as the City continues to develop and mature. The City encourages a balance of inviting and safe residential communities, vibrant commercial centers, and varied manufacturing and employment opportunities. The Department consists of three divisions:

Planning and Development Services
The Planning and Development Services Division is responsible for providing support to the community by interpreting and implementing the General Plan and Zoning Ordinance as adopted by the City Council. This consists of processing applications for land development including environmental assessment, landscaping review and sign requests. It is also responsible for annexations, advance planning, inter-agency and regional planning, and Transportation Development Review.

Housing
The Housing Division is responsible for implementing the City’s Housing Strategy and Implementation Plan including the Inclusionary Housing Ordinance. The Division also administers the Community Development Block Grant (CDBG) and HOME Program.

Building and Safety
The Building and Safety Division administers and enforces all building codes and ordinances adopted by the City. This includes field inspections, plan checking and permit issuance for new construction. The Building and Safety division also includes the City's Code Enforcement, Geographic Information System (GIS) mapping programs, and the Water Quality/NPDES program. The Department operates a Permit Processing Center designed to expedite the permit approval process while ensuring a high degree of review of incoming projects.
