Transit-Oriented Development Project Coordinator

Hennepin County's Community and Economic Development Division seeks an experienced professional with expertise in economic development, redevelopment, and transit-oriented development (TOD). This position will work closely with a highly skilled team of community and economic development professionals, including land use planners, project managers, and community engagement specialists. This position will be responsible for strategic coordination and administration of Hennepin County's Transit Oriented Development Program, with annual funding of approximately $2 million.

Under the supervision of the Community and Economic Development Manager, this position will also serve as a strategic implementer and subject matter expert lending expertise to redevelopment, economic, and real estate development-related activities on multiple projects including Southwest LRT, Bottineau LRT, and other Community Works programs.

This position is located at 701 Fourth Avenue South. There will be some evening and weekend meetings as part of this position.



The primary duties and responsibilities of this position include:

  • Coordinate assigned projects from initiation to completion with responsibility for strategic coordination and administration of the Transit Oriented Development (TOD) program.
    • Participate in planning and formulation of development guidelines, selection of developers, securing of approvals, and management of public financing.
    • Prepare Requests for Proposals outlining project objectives and identifying criteria for selection.
    • Respond to funding requests, evaluate proposals, recommend acceptance of proposals that meet county objectives; negotiate the terms and conditions of redevelopment contracts with developers including cost-effective financial and revenue generation mechanisms.
  • Provide economic and real estate development-related expertise and deliver projects as assigned, including developing and carrying out specific strategies to promote TOD, tax base enhancement, and economic development in Hennepin County aligned with established policy direction.
  • Work with internal and external partners to review infrastructure and development projects and encourage project design that meets transit-oriented development principles and goals.
  • Identify potential funding partners for economic and redevelopment-related initiatives that address Hennepin County priorities and challenges.
  • Monitor programs for participant compliance and pursue remedies to deal with non-compliance.

Best Qualified Candidates will have:

  • One of the following:
    • Master's degree or higher in urban planning, public administration, business administration, or approved equivalent academic area and four or more years of professional economic development experience.
    • Bachelor's degree in the areas listed above and five or more years of professional economic development experience.
  • Demonstrated experience with:
    • Private sector real estate development, redevelopment, and TOD, including commercial, industrial, and residential real estate markets.
    • Public and private funding sources and strategies; relationship building between public financing and private investments.
    • Economic development and public sector strategies to stimulate private investment.
  • Real estate professional certification or licensure.
  • Knowledge of:
    • Federal, state, and Hennepin County laws, rules, and regulations pertaining to economic development, redevelopment, and real estate.
    • Multi-modal transportation and interdependence of transportation with development, jobs, and housing; urban design and land use planning.
    • Microsoft Office Suite.
  • Ability to:
    • Negotiate complex financial transactions.
    • Communicate effectively, both orally and in writing with a broad range of audiences; present complex ideas and programs.
    • Synthesize and simplify complex economic development issues.
    • Work productively with a broad range of clients including vendors, municipal governments, developers, and elected officials.
    • Develop and follow through on timelines, work plans, and due dates.
