Transportation Program Analyst

Under the direction of the Senior Transportation Planner and Program Developer at Parking & Transportation Services (P&TS), the Transportation Program Analyst performs data management and analysis to support the department’s parking and transportation programs.  Typical duties include data management, analysis & modeling, report & map production, survey administration and GIS analysis.

SPECIFIC RESPONSIBILITIES

  • ·         Serve as an expert user for the P&TS database, which holds customer, inventory, and revenue data and serves as the retail point-of-sale system software, and the P&TS Transit Management System database, which holds transit operations data. 
  • ·         Perform database queries to generate data and statistics for analysis of transportation programs and initiatives, and produce reports for management consideration and public reporting. Develop scripts and software tools to automate recurring database queries.
  • ·         Design and implement surveys, including the campus-wide annual commute survey; analyze and interpret survey data using statistical descriptions and modeling; and produce reports and summaries of survey results to aid in P&TS program development and policy decisions.
  • ·         Develop and maintain web-based reporting tool for P&TS data. Develop scripts and software tools to integrate data from the P&TS database, the P&TS Transit Management System database, and external flat-file data sources. Develop dynamic reports of key program metrics, including product sales, parking utilization, alternative transportation program usage, transit ridership, and commute survey results.
  • ·         Perform geographic information system (GIS) analysis of customer data to support the development and marketing of alternative transportation programs
  • ·         Analyze data collected by P&TS to evaluate the effectiveness of existing transportation programs and to project future conditions.
  • ·         Work with the planning and operations teams to analyze and forecast allocation, demand, and utilization of parking and transit resources.
  • ·         Examine existing departmental policies and procedures, formulate and evaluate alternatives, and present recommendations.
  • ·         Assist in researching technologies and products with applications for P&TS programs. Assist in coordinating presentations and demonstration projects by potential vendors and service providers. Assist in coordinating proposal and bid solicitation processes, including development of functional requirements, authoring of Request for Proposals document, evaluation of proposals, and negotiation with vendors.
  • ·         Represent the department at conferences and other public events through presentations and tabling.
  • ·         Provide assistance to P&TS staff and perform other duties as required.
  • ·         Combination of education and experience that demonstrate the conceptual, analytical, management, applications management, and communication skills required to fulfill the responsibilities of the position.
Qualifications
  • ·         Demonstrated skills in technical and statistical data analysis and modeling, problem-solving, and developing creative and innovative solutions.
  • ·         Strong communication skills, both written and oral, and ability to produce clear, concise, and logical reports, presentations, and correspondence.
  • ·         High degree of energy and initiative, with the ability to work both independently and as part of a team.
  • ·         High level of organization, accuracy, and attention to detail.
  • ·         Ability to coordinate multiple assignments and to manage a complex and often competing set of priorities in a high-pressure, results-oriented environment.
  • ·         Advanced proficiency with Microsoft Excel, proficiency with the rest of the Microsoft Office suite, and an ability and willingness to learn new software programs quickly.
  • ·         Experience working with large and complex data sets, using both database and spreadsheet software applications.  Experience with GIS software preferred but not required.
  • ·         Experience working with relational database reporting tools.  Knowledge of SQL and 4th Dimension database platforms preferred but not required.
  • ·         Experience with programing and scripting languages, including Java, Python, PERL and SQL.
  • ·         Experience with statistics software packages such as R, Octave or SPSS preferred but not required
