Town Planner

JOB SUMMARY
Town Planner is a position within the Development Services department that leads the Planning & Zoning division, reporting directly to the Director of Development Services.  Primary job duties include managing Planning staff, performing technical review of new development, drafting ordinances and staff reports, professionally relating with the development community and the public, coordinating special projects, collaborating with other departments, and providing staff support to the Town Council, Planning & Zoning Commission, and Board of Adjustment in a hyper growth city with a regulatory population of over 50,000.
 
EDUCATION/TRAINING/EXPERIENCE

  1. High School diploma or GED required.
  2. Bachelors degree is required.  Masters degree is preferred.
  3. Five (5) years urban planning or related experience.
  4. AICP preferred.

 
LICENSES OR CERTIFICATES

  1. Must be bondable.
  2. Must pass a pre-employment drug screen and criminal background check.
  3. Possession of, or the ability to obtain appropriate valid Texas drivers license and a driving record, which meets current Town auto liability requirements.

 
LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently.
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Requires excellent computer and customer service skills.

  1. Versed in planning practice and related sections of the Texas Local Government Code.
  2. Knowledge of current literature, information sources, and research techniques in the field of urban planning; modern office methods, practices, procedures and equipment.
  3. Ability to learn applicable laws, codes, ordinances and regulations underlying general plans, zoning and land subdivisions, applicable environmental laws and regulations; analyze and compile technical and statistical information and prepare clear and concise reports; establish and maintain effective working relationships; communicate clearly and concisely, orally and in writing, understand and carry out oral and written instructions.
  4. Ability to administer the zoning ordinance and subdivision regulations;
  5. Ability to conduct site plan review;
  6. Ability to prepare reports regarding variances, subdivisions, appeals of interpretation of design review, and planned development concepts for the development review process;
  7. Ability to prepare legal advertisements for public hearings
  8. Ability to effectively communicate and interact with supervisors, other employees, government officials, and the general public.
  9. Ability to research and draft ordinances.
  10. Knowledge of laws, practices, and current trends in the subdivision of land, annexation, and zoning. 
  11. Knowledge of relevant Federal and State laws, regulations and procedures concerning community development and land use regulations
  12. Knowledge of management and supervisory principles and practices.

1.            Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.

WORK ENVIRONMENT  
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Primarily office environment.  
 
ESSENTIAL JOB FUNCTIONS      
 

  1. Performs technical review of new development (annexations, plats, site plans, zoning, SUPs, signs, tree removal, civil construction, architecture, and building permits).
  2. Provides staff support to the Town Council, Planning and Zoning Commission, and Board of Adjustment.
  3. Manages Planning staff. 
  4. Prepares staff reports, writes ordinances, revises the website, and other professional level work. 
  5. Conducts research, compiles reports, and analyzes data for special projects and long range planning efforts. 
  6. Positively collaborates with Building Safety, Engineering, Community Integrity, EDC, and other departments.
  7. Provides outstanding customer service to developers, citizens, internal customers, and elected and appointed officials.
  8. Operates a variety of office and computer equipment within a professional office.
  9. Conducts landscaping and zoning compliance inspections as needed.
  10. Participates in and represents the Town at various meetings and is liaison with other cities and outside agencies.
  11. Directs or participates in negotiation and management of consultant contracts, special planning studies, implementation of grant functions, etc. 
  12. Responsible for the administration of the Town’s development related codes and ordinances.
