Position Summary:

Reporting to the Assistant Vice President for Facilities Operations and Construction as a member of the Facilities Department, the primary role of the GIS Manager is to develop, implement, and maintain the campus Geographical Information System (GIS), including all space and building data. Additionally the GIS Manager will oversee the Facilities Plans Library. These campus-wide duties are implemented in partnership with other university departments, including central Enterprise GIS and the GIS stakeholder groups to facilitate access, as appropriate, to facilities related to GIS data across the campus community and ensure new projects are properly documented with Enterprise GIS for project initiation. This position will also interface with local government, such as Town of Blacksburg and Montgomery County to ensure compatibility with regional GIS applications. The GIS manager will also work closely with departments within Facilities to address individual needs and requirements. The GIS manager will maintain a basic knowledge of the Facilities information System (FIS) and will work to ensure the sharing and consistency of data elements that are common to the system. This position will also assist in the development of time efficient processes, tools and the continued development of “next generation” technology related to geospatial systems. The GIS manager will directly manage the GIS section and supervise the full-time and part-time staff, including surveyor, programmer/analyst, and technicians by providing guidance and oversight for data collection, input, structure, archival, and dissemination to maintain a robust and comprehensive facilities GIS system for Virginia Tech.
Required Qualifications:

- Advanced degree in Geography, Natural Science, Business Analysis, Computer Science, Engineering, Architecture, Planning or related field or training and experience equivalent to an advanced degree.
- Significant years of practical GIS experience
- Demonstrated knowledge with GIS and AutoCAD principles and practices.
- Extensive skills and hands-on experience with ESRI and AutoDesk software related to facilities mapping. Demonstrated experience in mapping buildings and site & utility infrastructure using GIS applications.
- Relevant supervisory experience.
- Must have a valid driver’s license.
- Must have strong interpersonal skills (particularly the ability to work with and influence others) and excellent communication skills.
- Must have the ability to prepare plans and reports utilizing architectural or graphic programming and Microsoft Office Suites.
- Must have proficient skills with computer applications including Microsoft Office, Adobe Suite, Autodesk, ESRI, and Enterprise Data Systems.
Preferred Qualifications:

- ESRI certification, GISP, PE, or other professional certification and/or license.
- Considerable years of GIS experience within a Higher Education environment.
- Experience with space management functions within higher education.
- Proficient in use of ArcGIS and ArcGIS extensions (3D Analyst, Spatial Analyst, Publisher, etc.).
- Experience with Laserfische and workflow management systems.
- Experience working with 911 standards and street addressing protocols.
- Expertise in data gathering and analysis, including statistics and geostatistics.
- Experience in Geospatial application development.
- Experience in leading creative thinking about geospatial technology opportunities.
