Community Planner

SUBSIDIARY: KASEMAN

ROLES AND RESPONSIBILITIES
• Document the requirements of tenant organizations, analyze pros and cons of various methods to meet those requirements, and document the recommended course of action. Guidance can be found in NAVFAC’s Business Management System (BMS
• Evaluate the condition of government facility assets, assign appropriate deficiency codes, and work with real property accountability officers (RPAOs) to have the data entered into iNFADS+
• Investigate and document real estate interest required by the Navy or others, and
prepare requirements packages for execution by NAVFAC realty specialists. Guidance will be provided.
• Provide Draft Space requests in accordance with current Regional space management instructions.  Manage space requests, letters and documentation.
• Analyze, propose and staff space request solutions; facilitate meetings.
• Update PRs/BFRs/FPDs to support space assignments are included under this P&S code.
• Work with Region (ARE) on requests spanning Installations.  Accommodate churn - multiple requests, briefings and preparations - sometimes to RMIG level.
• Provide coordination on outfitting of space with tenants.
• Coordinate, research, submit and present the Curriculum Project Proposal (CPP) to the TCD Management Team and Curriculum Oversight Committee after a recommendation for course development or revision has been made;
• Perform other planning-related tasks in support of primary and secondary duties.
Planning Services include but are not limited to: applying urban planning or urban design principles to emerging installation development issues; data collection and data entry; writing meeting minutes and email correspondence; preparing briefings, etc. Guidance will be provided by the Government Project Officer as work progresses.
• Review iNFADS data for accuracy and recommend modifications, additions and deletions if any.
• Apply criteria from various sources to solve facility planning problems. Review and comment on plans and proposals prepared by others and provide recommendations if any.
• Attend meetings with government employees, when necessary.
 
 QUALIFICATIONS AND EDUCATION REQUIREMENTS
• Must be a US citizen and successfully acquire and/maintain a DOD clearance;
• Must have at least 3 years’ of relevant experience.
• Must have experience as an urban planner, community planner, facilities analyst, architect or engineer
• Must possess a bachelor’s degree from a reputable higher education institution in a field related to planning, such as urban or regional planning, architecture, engineering, historic preservation, economics, public policy, public administration, etc.
• Preferred to have taken the CECOS Facility Planner course (CIN: A-4A-0016) within the past two years prior.
• Must have a demonstrated sound understanding of facility planning concepts, urban planning principles and best practices. AICP certification would demonstrate this, but this understanding can be demonstrated elsewhere in previous experience.
