Geographic Information System (GIS) Data Administrator

The City and County of Denver's Community Planning and Development (CPD) Department is looking to fill the position of GIS Data Administrator. The GIS Data Administrator performs full performance professional work functioning as a technical expert by developing and implementing industry accepted standards and procedures for Geographic Information Systems (GIS) applications and services used in data modeling and data distribution activities and directing and leading GIS project activities including map production, GIS data analysis, and data layer development.

Other responsibilities will include maintenance and QA/QC of data layers, general map production, and supporting efforts of software integration. The successful candidate with work closely with other GIS staff and design professionals to support several aspects of the CPD work program. This includes long range planning, zoning, landmark preservation, permitting and inspections.

Job Responsibilities

Serves as a GIS technical expert by developing and implementing industry accepted standards and procedures for use of GIS applications and services.
Consults with GIS users to evaluate needs, provide technical guidance on GIS applications and services, and develop solutions to meet user needs for GIS data and analysis.
Directs and leads GIS project activities to develop and implement GIS technology (e.g. map production, GIS analysis, and data layer development) by proposing budget requests, solving technical field implementation problems, providing GIS support to users, which includes training users in GIS concepts.
Develops and directs the technical operations related to the implementation and maintenance of GIS data layers used in data modeling and data distribution activities, which includes coordinating the maintenance of GIS data life cycles and related business processes.
Creates, develops and presents processes, reports, maps and charts of data displayed by geographical region for analysis and presentation to the public and agency staff, and generates statistical analysis on complex data provided by agencies.
Acts as a liaison between CPD and an Information Technology unit to communicate needs for distribution of data to internal and external customers and to identify problems and possible solutions.
Develops and initiates new methods of representing spatial data cartographically to support agency initiatives; develops and recommends standards for GIS data development and cartography, updates and maintains existing map collections and applies data for map production, quality assurance and quality control (QA/QC) procedures, problem solving and analysis and assigns geographic coordinates to addresses and inputs the data into GIS system for analysis.
Writing documentation that describes the process and procedures for creating, using and maintaining department GIS data.
Collaborates with staff on the integration of GIS data and analysis into other visualization software such as Adobe Acrobat Creative Design Suite

Qualifications

Education Requirement:

Bachelor degree in Geography, Planning, Computer Science, Engineering or a directly related field.

Experience Requirement:

Three years of experience at the type and level of the Senior GIS Analyst, including one year of experience completing complex, multi-disciplinary GIS projects.

Education/Experience Equivalency:

Additional appropriate type and level of experience may be substituted for the minimum education requirement on a one year for one year basis.

Preferred Qualifications:

Current, professional level experience with GIS analysis, development and/or administration
Experience using ArcGIS Desktop 10.0 or higher.
Experience performing complex geospatial and tabular analysis.
Experience creating high quality Thematic, Political and Physical Maps.
Excellent Cartographic and Data visualization skills are a plus,
Experience integrating GIS with Adobe Acrobat Creative Suite is a plus.
Experience in Urban and Regional Planning is a plus.
Experience with Raster Data and Linear Referencing is a plus.

Licensure and/or Certification:

By position, requires a valid driver's license.
